Organizational context: The United Nations Office on Drugs and Crime (UNODC) is seeking a Firearms and Ammunition Trafficking Expert to contribute to a new Global Study on Firearms. This role supports UN Member States in understanding and countering illicit arms flows, which fuel violence and organized crime globally, impacting peace and development.

Job purpose: The purpose of this role is to contribute to the development and drafting of a new Global Study on Firearms Trafficking. This involves supporting the methodology for data collection and analysis, developing an annotated structure for the study, and preparing a detailed work plan. The expert will also guide data analysis, provide technical input to other contributors, and ensure the study effectively updates the analysis of trafficking trends, modi operandi, and the impact of global challenges. The ultimate goal is to strengthen the evidence base for Member States to prevent, detect, and counter illicit arms flows and related crimes through informed policy and operational responses.

Responsibilities: The expert will support the development of a methodology for collecting and analyzing information for the Global Study on Firearms Trafficking, including defining research questions, identifying thematic areas, and listing data sources. They will develop an annotated structure for the study, based on literature review and research methods, and prepare a detailed work plan and timeline. The role involves liaising with regional experts, collecting and submitting relevant information, and drafting the Global Study. Additionally, the expert will guide data analysis, provide technical input to other consultants to ensure consistency, and integrate comments from UNODC and peer reviewers into the final report.

Education: An advanced university degree (Masters or equivalent) in international relations, international law, criminal law, criminal justice, social sciences, or a similar field is required. A first-level university degree with two additional years of qualifying experience may be accepted. Fluency in English is required; knowledge of another UN official language is an advantage.

Work experience: A minimum of seven years of work experience in research, quantitative and qualitative analysis, and writing/editing research outputs is required. Experience focusing on firearms trafficking, countering transnational organized crime, or related fields is essential. Experience in drafting analytical outputs is required, and producing analytical publications according to UN standards is desirable.
