Zusammenfassung

OSCE Secretariat in Vienna seeks an Associate Extra-budgetary Contributions Officer (S) responsible for financial analysis, reports, and pledge management. You will liaise with programme managers to support ExB reporting to donors and review donor agreements to ensure compliance with financial rules.

As part of a small team, you will help implement improvements in ExB administration, utilize Oracle/SAP modules, and coordinate across units for effective resource management and reporting.

Qualifikationen

• First-level university degree in financial management, accounting, business administration or related field.
• At least four years of professional budgeting, accounting or finance experience in an international organization.
• Experience reviewing extra-budgetary agreements and assessing contract risks.
• Understanding EU legal framework and contracting modalities would be an asset.
• Excellent oral and written English; knowledge of another OSCE region language desirable.
• Computer literate with Excel; ERP experience (Oracle or SAP) is an asset.
• Gender awareness and ability to work with diverse teams.

Aufgaben

• Review ExB financial reports, donor agreements and pledges to ensure accurate application of rules.
• Prepare recurring and ad-hoc ExB reports and support submission to donors.
• Support pledge administration and integrated resource management processes.
• Coordinate with Programme/Project Managers and Fund Administration Units on donor requirements.
• Develop and implement procedures to enhance integrated resource management and year-end close.
