United Nations Office on Drugs and Crime is seeking an experienced Evaluation Expert for environmental or forestry project evaluation. The role covers inception, data collection, and reporting in Spanish and English, with a focus on gender equality and human rights considerations.

You will prepare an inception report, collect data, and draft final reports, including a concise briefing package for management.

• Inception Report, in line with UNODC evaluation norms, standards, guidelines, and templates. This includes a desk review, refined evaluation questions, data collection instruments (including surveys/questionnaires and interview guides), sampling strategy, evaluation matrix, and limitations of the evaluation (taking into consideration any possible travel and meeting restrictions). Submission to IES through Unite Evaluations for review and clearance. Language: Spanish.
• High-quality data collection based on the approved Inception Report and data collection instruments, ensuring full compliance with United Nations evaluation ethical requirements. Language: Spanish.
• Oral briefing on preliminary observations to key stakeholders, if applicable.
• Draft Evaluation Report, in line with UNODC evaluation norms, standards, guidelines, and templates. This includes an analysis of how the project addressed gender equality and human rights, with concrete findings, conclusions, and recommendations. Submission through Unite Evaluations for review and clearance. Language: Spanish.
• Revised Draft Report incorporating comments received from IES, Project Management, and Core Learning Partners (CLPs), including full proofreading and editing. Language: Spanish.
• Final Evaluation Report, prepared in accordance with UNODC evaluation standards and templates. In addition, a 2-page Evaluation Brief and PowerPoint presentation summarizing the final evaluation findings, including complete proofreading and editing. Submission to IES through Unite Evaluations for review and clearance. Final Report: Spanish and English.
• Executive Summary of the Evaluation Report and 2-page Evaluation Brief, prepared in Spanish and translated into English.
• Final presentation of evaluation results to internal and external stakeholders. This may also include a separate briefing with IES. In accordance with UNODC rules and UNEG Norms and Standards, the Evaluation Expert must not have been involved in the design, implementation, supervision, coordination, or direct benefit of the project, programme, or thematic area under evaluation.
