Zusammenfassung

UNODC Independent Evaluation Section in Vienna, Austria invites an Evaluation Expert for home-based work with travel to lead the design, data collection, analysis (NVivo), and quality assurance of evaluations in line with UNEG norms and UNODC standards. Fluency in English and Spanish is required.

Qualifikationen

  • An advanced university degree (Master’s degree or equivalent) in Social Sciences, Project Management, Forestry Studies, Environmental Studies, or a related field is required.
  • A minimum of five (5) years of professional experience in evaluation or a related field is required. This should include experience conducting evaluations at the international level, preferably within the United Nations system.
  • Demonstrated experience in evaluating environmental projects, forestry initiatives, technical assistance programmes related to environmental management and/or environmental law in the Peruvian Amazon basin, or similar contexts is required.
  • Experience coordinating teams is required.
  • Knowledge of qualitative and quantitative methods is required.
  • Experience presenting and communicating complex evaluation or research findings in a structured manner (reports, briefs, presentations, etc.) is required.
  • Knowledge and experience within the United Nations system, particularly UNODC, is desirable.
  • Experience with gender-responsive evaluation methodologies and analysis, as well as understanding of human rights, disability inclusion, and ethical issues in evaluation, is desirable.

Aufgaben

  • Develop the evaluation design, including detailed methods, tools, and techniques that are gender-responsive, inclusive, and capable of generating information on men, women, and other underrepresented groups, as well as on key gender equality and human rights issues.
  • Coordinate the collection of high-quality data based on the approved Inception Report, applying all approved data collection tools and methods.
  • Conduct high-quality data analysis, including the use of relevant tools and software (e.g. NVivo), and ensure that IES has access to all original data at any time.
  • Ensure compliance with UNEG Norms and Standards, UNODC evaluation standards, guidelines, templates, and the Evaluation Terms of Reference in their entirety, including participation in the kick-off meeting.
  • Lead and guide the independent evaluation team, ensuring high-quality deliverables that comply with UNODC evaluation standards and requirements.
  • Ensure that all deliverables specified in these ToR are submitted on time and at a satisfactory quality level, in accordance with the quality assurance checklist.
  • Coordinate and interact effectively with the team of Substantive Experts throughout the evaluation process and request written inputs and revisions from them for all deliverables.
