Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs). UNIDO’s mandate is fully recognized in SDG-9, which calls to promote inclusive and sustainable industrialization and foster innovation.

The Office of Evaluation and Internal Oversight (EIO) is responsible for providing independent and objective assurance, advice, investigation, and evaluation to improve the efficiency and effectiveness of UNIDO’s operations. EIO provides evidence-based information that is credible and reliable, enabling the timely incorporation of findings into decision-making processes. EIO also assesses the extent to which UNIDO’s programmes and projects achieve the stated objectives of the Organization.

The Chief EIO/IEU works under the overall guidance of the Director of EIO and collaborates closely with colleagues to achieve the mandate of the unit.

The Chief supervises the staff within EIO/IEU in work that is integral to results achieved by the Office and in creating an enabling environment for achieving results.

Main Responsibilities

Technical

Leads the team in the Unit to:

  • Develop and implement the EIO Evaluation work plan in line with EIO Strategy;
  • Undertake strategic evaluations on cross-programmatic or institutional aspects;
  • Manage independent evaluations to determine the relevance, coherence, efficiency, effectiveness, sustainability and impact of programmes;
  • Ensure quality of evaluations;
  • Monitor and track implementation of evaluation recommendations;
  • Promote continuous improvement through evaluation findings;
  • Develop evaluation guidelines and training tools;
  • Maintain dialogue with stakeholders to promote evaluation standards;
  • Prepare reports on evaluation findings;
  • Develop partnerships for evaluation-related work;
  • Ensure human rights and gender issues are considered in evaluations;
  • Align evaluation criteria with the UNIDO RBM framework;
  • Perform other related duties as required;
  • Align the work programme with the EIO strategy;
  • Assign responsibilities to staff and ensure accountability;
  • Monitor results and performance.

Minimum Organizational Requirements

Education

Advanced university degree (master’s or equivalent) in a relevant field.

Experience

A minimum of ten (10) years of professional and managerial experience is required.

Language Skills

Excellent written and oral English required. Proficiency in French or Spanish highly desirable.
