Winrock International is seeking a Monitoring and Evaluation Officer to lead MEL planning, data collection, analysis, and learning across an anticipated project in Argentina and/or Chile with travel between locations. The role emphasizes training staff, ensuring compliance with MEL standards, and delivering high-quality reports to partners and funders.

• Master’s degree in a social science with MEL specialization.
• Minimum 5 years’ experience managing complex MEL systems.
• Experience with MEL databases, data analysis, and reporting.
• Experience with quantitative and qualitative data collection and analysis.
• Experience with mobile data collection is preferred.
• Fluent in Spanish; strong English communication skills.

Responsabilidades

• Lead MEL activities for the project and ensure compliance with USG requirements.
• Coordinate quarterly MEL data and reports for the project and stakeholders.
• Develop data collection tools, evaluations, and learning questions.
• Train staff and partners on MEL requirements and data use.
• Oversee data management, verification, and subaward reviews.
• Organize learning workshops and adaptive management sessions.
• Supervise MEL staff and mentor the team.
• Other duties as assigned.
