1 BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime. Every day WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

To support this lifesaving mission, WFP Fleet Centre in Dubai is mandated to centrally set the global standards for and manage the light and armoured vehicle fleet leasing operations to enable effective, safe, and efficient fleets in all WFP offices across the world. The vehicle leasing & insurance service is complemented by world-class expertise and technical assistance in fleet management, including for armoured vehicles, fleet systems support, vehicle disposal, and road safety & fleet management training. In addition, having one of the largest humanitarian light vehicle fleets, WFP is also spearheading, through Fleet Centre, international collaboration efforts within the wider UN System to facilitate sister agency access to more effective and safer vehicles and to realize efficiency gains.

Managing the Fleet Centre's Dubai-based workshop operations, the heartbeat of Fleet Centre, and ensuring that quality inspected vehicles fitted with fit-for-purpose and safe accessories are dispatched in a timely manner to customers globally, the Workshop Manager is the ultimate gatekeeper of Fleet Centre product quality and reputation. During the exciting time of expansion of service provision to external clients, ensuring the capacity and capability of Fleet Centre workshop operations is paramount.

Under the direct supervision of the Manager Fleet Centre Technical Operations (Technical Specialist LV/AV), the incumbent, who will also act as the Officer In Charge in the absence of the supervisor, will be required to perform the below major functions.

2 RESPONSIBILITIES

Fleet Centre Workshop Management

  • Lead redesign and reorganization of Fleet Centre (FC) technical workshop to increase its capacity and heighten its quality standards to enable service provision to external clients and manage the workshop operations to achieve maximum efficiency whilst meeting the set quality targets and ensuring a safe working environment.
  • Develop and implement top-of-the-class inventory management & parts receiving allocation and distribution system and oversee its management to agreed standards.
  • Lead development of SOPs for all standard work (e.g. installation of accessories and equipment); ensure technicians (WFP & outsourced staff) are trained to use the SOPs.
  • Set standards for and instil Health & Safety culture and ensure adherence.
  • Set standards and manage robust Quality Assurance processes for management of incoming and outgoing vehicles and other inventory; develop quality control measures and ensure that these are kept up to date with worldwide standards and improved annually.
  • Ensure that all standard job times are defined for common tasks and are continually validated; measure the productive performance of technicians using standard job times.
  • Provide reports to Fleet Centre leadership team and the Board as required.
  • Investigate field product concerns, suggest solutions, and issue service bulletins for customers; develop and implement systems to record, file, and store end user enquiries.
  • Define and implement strategy for use of outsourced labour; responsible for ensuring availability of surge capacity during sudden increases in field demands during emergencies.
  • Manage the performance of technicians to ensure productivity and quality targets are achieved; identify staff training needs and implement training; work with semi-skilled staff to role model appropriate technical skills.

Armoured Vehicle (AV) Quality Assurance

  • Lead safety and security critical armoured vehicle (AV) quality assurance and inspection activities during and after the AV modification processes to ensure suppliers comply with technical and quality standards set in Purchase Order / LTA / supply agreement.
  • Draft AV maintenance field support strategy to enable effective AV lifecycle management. Manage AV spare parts processes and timely availability to field customers.

Technical Support: Fleet Centre

  • Act as technical adviser for FC product queries, coordinating and providing technical support on vehicles, accessories & equipment and liaising with other FC units, WFP divisions (e.g. Global Fleet; SCOL; Security; UNHRD), global customers, suppliers (e.g. Toyota; up-armouring companies), service providers (e.g. AV inspection companies) while ensuring accuracy and quality of provided information.
  • Define technical specifications and technical evaluation criteria and liaise with Procurement to support workshop operations related procurement processes.
  • Perform any other duties as requested.

Research & Development

  • Work internally within FC to identify priority activities/products/services for the R&D process ensuring alignment with CO operational needs and Fleet Centre strategy.

3 DELIVERABLES

  • Reorganized state-of-the-art LV/AV workshop capable of providing world-class service to global customers and with vehicle preparation completed to set KPIs.
  • Finetuned parts and inventory management system operational with appropriate stock availability of parts & accessories & up-to-date inventory records.
  • Workshop quality assurance system and OHS standards in place; all workshop processes and standard times defined and documented.
  • Timely quality inspections of LVs & AVs.
  • Trained engaged team of mechanics.
  • Timely issuance of reports.

QUALIFICATIONS & EXPERIENCE


Experience

  • Minimum 7 years of experience in managing workshops and overseeing servicing of vehicles.
  • Experience of production quality assurance or maintenance of light vehicles.
  • Demonstrated ability of workplace organization and leading culturally diverse teams.
  • Proven track record of customer-focused, solutions-oriented approach and of forging and maintaining partner relationships.
  • Inventory management experience preferred.


Qualifications, licences & certifications:

  • Professional technical qualifications in the automotive domain.
  • Valid UAE / international driving licence.
  • University degree a plus but not mandatory.


Skills:

  • Strong planning and organisational skills; ability to set and meet KPIs and deadlines; proven ability to handle a variety of responsibilities with minimum supervision.
  • Excellent team leadership skills: focus on staff training development & on-the-job coaching.
  • Proactive; keen attention to details.
  • Highly computer literate; familiarity with ERP systems; data analysis skills.
  • Ability to lead change, e.g. design & implement new work processes, work standards.
  • Problem-solving skills.


Languages:

Written and Oral proficiency in English required; Arabic, Spanish, French an advantage.
