Context

The Wet Utilities Inspector - Site Works will provide continuous surveillance of construction activities to confirm that wet utilities are installed, tested, and documented according to project requirements. The role supports construction quality, safety compliance, public interface management, testing coordination, and accurate site record keeping. By working closely with the Assistant Resident Engineer, Resident Engineer, contractors, surveyors, discipline inspectors, and project safety representatives, the inspector helps ensure that infrastructure works are delivered safely, correctly, and with proper technical control.

Key Responsibilities
  • Inspect wet utilities construction activities to ensure works are performed in strict accordance with approved plans, shop drawings, specifications, and method statements.
  • Monitor installation works for potable water, firefighting, irrigation, stormwater, and foul sewer networks.
  • Report to the Assistant Resident Engineer or Resident Engineer any failure by the contractor to follow drawings, specifications, approved methods, or required workmanship standards.
  • Maintain a detailed daily diary covering site activities, issues, approved work, rejected work, working hours, labor, equipment, inspections, and observations.
  • Sign daily records as directed by the Assistant Resident Engineer and keep inspection documentation accurate and traceable.
  • Coordinate with contractor site engineers on a daily basis to advise on proper execution of wet utility works.
  • Act professionally and firmly when dealing with the contractor to maintain compliance and quality discipline.
  • Interface with the public and stakeholders adjacent to the works to help reduce construction impacts where required.
  • Coordinate with discipline inspectors to arrange sampling and testing of satisfactorily completed works.
  • Support quality assurance testing of suspect materials or questionable work when required.
  • Coordinate with surveyors to check line, level, grade, and alignment of ready and completed works.
  • Witness and document hydrostatic pressure tests, leakage tests, gravity sewer tests, stormwater tests, and related wet utility inspections.
  • Inspect manholes, chambers, pipeline connections, bedding, backfilling, trench works, and associated utility structures.
  • Process Inspection Requests and maintain clear records of approval status, rejections, comments, and follow-up actions.
  • Maintain detailed records for works performed on a Day Works basis, including labor, plant, materials, and activity details.
  • Report questionable construction methods, unsafe practices, quality concerns, and deviations to the Assistant Resident Engineer or Resident Engineer.
  • Verify that completed works meet approved drawings, construction specifications, quality standards, and authority requirements.
  • Use computer systems and project software to access data, maintain records, generate reports, and support inspection documentation.
  • Participate positively in all site health and safety matters as required by the Assistant Resident Engineer and project safety representatives.
  • Perform other inspection responsibilities associated with wet utilities and infrastructure works as assigned.
Ideal Profile
  • Bachelor degree or diploma in Civil Engineering, Construction Engineering, or a related discipline.
  • Minimum 5 years of demonstrable experience in road, infrastructure, and wet utilities construction supervision.
  • Strong understanding of wet utilities systems, including potable water, firefighting, irrigation, stormwater, and foul sewer networks.
  • Familiarity with Abu Dhabi authority standards and procedures, including ADDC, ADSSC, ADM, DMT, and TAQA requirements related to wet utilities.
  • Ability to read and interpret shop drawings, method statements, construction specifications, inspection requests, and project documentation.
  • Experience witnessing, checking, and documenting hydrostatic pressure tests, leakage tests, gravity sewer tests, stormwater tests, and manhole or chamber inspections.
  • Good understanding of construction processes related to excavation, pipe laying, bedding, line and grade checks, backfilling, testing, and reinstatement.
  • Fully computer literate with the ability to use project-related engineering and construction software for records, reports, and data access.
  • Good written and oral communication skills for coordination with contractors, engineers, inspectors, surveyors, and project teams.
  • Strong interpersonal skills with the ability to interact effectively in a site-based construction supervision environment.
