The Client:

Our client is a leading organization in the government sector, focused on driving national development initiatives and supporting strategic transformation across the UAE.

The Role:

This is a strategic leadership role responsible for overseeing the entire HR function, aligning people practices with the organisation's vision, and fostering a high-performance, values-driven culture.

Key Responsibilities:

  • Develop and implement the HR strategy in line with the organisation's long-term goals
  • Oversee all HR functions including talent acquisition, performance management, learning & development, compensation & benefits, employee relations, and nationalisation strategies
  • Lead workforce planning and organisational design to support current and future needs
  • Champion Emiratisation and succession planning initiatives in line with national mandates
  • Establish and maintain best-in-class HR policies, systems, and processes
  • Act as a trusted advisor to leadership on organisational change, people strategy, and employee engagement
  • Ensure HR compliance with UAE labour laws and government regulations
  • Drive HR digitisation and process improvement initiatives for greater efficiency

The Ideal Candidate

  • Due to role requirements, this position is reserved exclusively for Emirati nationals.
  • 12+ years of progressive HR experience, with at least 5 years in a senior HR leadership role
  • Strong exposure to government, semi-government, or regulated industries preferred
  • Proven experience in leading HR strategy, building teams, and driving transformation
  • In-depth knowledge of UAE Labour Law, nationalisation programs, and public sector HR practices
  • Strong leadership, communication, and stakeholder management skills
  • Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree is a plus
  • Bilingual in Arabic and English
