The Role:
This is a strategic leadership role responsible for overseeing the entire HR function, aligning people practices with the organisation's vision, and fostering a high-performance, values-driven culture.
Key Responsibilities:
- Develop and implement the HR strategy in line with the organisation's long-term goals
- Oversee all HR functions including talent acquisition, performance management, learning & development, compensation & benefits, employee relations, and nationalisation strategies
- Lead workforce planning and organisational design to support current and future needs
- Champion Emiratisation and succession planning initiatives in line with national mandates
- Establish and maintain best-in-class HR policies, systems, and processes
- Act as a trusted advisor to leadership on organisational change, people strategy, and employee engagement
- Ensure HR compliance with UAE labour laws and government regulations
- Drive HR digitisation and process improvement initiatives for greater efficiency
The Ideal Candidate
- Due to role requirements, this position is reserved exclusively for Emirati nationals.
- 12+ years of progressive HR experience, with at least 5 years in a senior HR leadership role
- Strong exposure to government, semi-government, or regulated industries preferred
- Proven experience in leading HR strategy, building teams, and driving transformation
- In-depth knowledge of UAE Labour Law, nationalisation programs, and public sector HR practices
- Strong leadership, communication, and stakeholder management skills
- Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree is a plus
- Bilingual in Arabic and English
