Job Purpose

The terminal operator is responsible for carrying out all the terminal activities related to the receipt, storage, blending, heater operation, quality control and delivery of product during the shift. Product movement operations ex Refinery via pipeline or tanker. Reports to the Shift Supervisor for general guidance.

Principal Accountabilities
  • Product Receipt Operations: Responsible for operations related to product receipts, including tanker/barge; guiding vessel berthing, witnessing sampling and gauging of ship\'s tanks, operating loading arm, connecting the loading arm, communicating with terminal/ship for discharge, periodic quality and quantity checks, and shore/ship checks per checklist; gauging and lining up shore tanks; PLR/PLT/ITT gauging, sampling and line up.
  • Product Storage: Carrying out water drainage, gauging, sampling after receipt/transfer/blending; daily evening tank gauge and delivery meter reading; investigate abnormal stock variations; take required samples to monitor product quality as per customer quality control program.
  • Product Value addition / Blending: Stadis addition in Jet A1 tanks per required conductivity; pigging/flushing of product pipelines (including N2 connection, pig launcher operation, lining up & monitoring); other blending or value addition as needed; assist/independently cross-check blending component ratios; carry out Ex jetty delivery on East Wharf.
  • Product Loading/Delivery: Operations related to product delivery by tanker, barge, pipeline, or tank truck.
  • Tanker Handling: Safe tanker handling including berthing, recording tanker timings, witnessing ullaging/sampling/calculation by ship crew or surveyor, connecting loading arms/hoses, periodic checks, discharge performance monitoring (hourly rate, pressure, quantity, density), and maintaining communication between ship and terminal control rooms; witness pre-/post-discharge and pre-/post-loading documentation.
Additional Principal Accountabilities
  • Safety: Ensure shift activities are performed safely per EIL/HTL operating and safety procedures and ENOC/HTL EHS policy; emergency preparedness and mock drills; Incipient-Responder; promote safety culture; ensure Permit to Work system is enforced during shifts.
  • IMS: Monitor operations and related documentation per IMS; assist line manager with risk assessments and corrective/preventive actions; maintain quality records as guided.
  • Inspection & Maintenance: Storage tank cleaning (emptying, degassing, sludge removal), disposal of sludge, inspection after completion; monitor equipment (dip tapes, probes, hydrometer, filters, strainers, pumps, heaters); cleaning/purging/pigging pipelines; rigging lines/valves/hoses; routine maintenance of utility vehicles, compressors, blowers, etc.
  • General: Provide feedback on consumables and tools required for day-to-day operation to maintain inventory.
Experience
  • Education/Qualifications: Diploma in Engineering/High School; knowledge of IMS procedures on terminal operations; HTL competency-based training; knowledge of Fire & Safety regulations for terminal operations; working knowledge of computerized systems related to terminal product movement (including SCADA and Terminal Automation); effective communication skills; valid UAE light vehicle manual driving license.
  • Experience: At least 1 year of Oil Terminal/Oil Refinery or related industries; strong communication, educational, technical reporting, recording and writing skills.
