Tendering and Estimation Manager – Road and Infrastructure

Job Description:

Responsible for overseeing the entire tendering process and preparing accurate cost estimations for road and infrastructure projects. This role plays a critical part in winning contracts by ensuring competitive pricing and compliance with client specifications, local regulations, and company standards.

Key Responsibilities:

  • Review tender documents (RFPs, RFQs, BOQs, Drawings, Specs) and identify project requirements.
  • Lead the preparation, submission, and follow-up of technical and commercial proposals.
  • Coordinate with procurement, planning, engineering, and construction teams to gather required data.
  • Ensure that tenders are compliant with local laws, regulations, and client requirements (especially RTA, ADM, DM standards).
  • Maintain a tender log and ensure timely submission of all tenders.
  • Analyze project scope, quantities, materials, and labor requirements to prepare detailed cost estimates.
  • Solicit and evaluate quotations from suppliers and subcontractors.
  • Prepare rate analyses for various construction activities (earthworks, utilities, roadworks, etc.).
  • Develop preliminary budgets and support value engineering exercises.
  • Utilize estimation software (e.g., Candy, CCS, Excel, or company-specific tools).
  • Attend pre-bid and site clarification meetings with clients and consultants.
  • Identify risks and propose cost-effective solutions or alternatives.
  • Liaise with planning engineers to align estimated costs with project timelines.
Documentation & Reporting
  • Prepare and present cost comparison reports, cost breakdowns, and estimation summaries.
  • Maintain databases of historical costs, vendor rates, and benchmark pricing.
  • Update management regularly on tendering progress and upcoming opportunities.
Team Management & Development
  • Lead and mentor the estimation and tendering team.
  • Allocate resources for different tenders and monitor performance.
  • Organize training sessions to enhance team knowledge of market rates, techniques, and software tools.

Desired Candidate Profile:

  • Bachelor's Degree in Civil Engineering or related field (Master’s preferred).
  • Minimum 10–15 years of experience, with at least 5 years in a managerial role in UAE infrastructure/road works.
  • Deep knowledge of UAE infrastructure standards (e.g., RTA, ADM, DM, DOT, etc.).
  • Proficiency in estimation software (Candy, CCS, AutoCAD, MS Project/Primavera, Excel).
  • Strong negotiation, analytical, and leadership skills.
  • Excellent communication skills in English (Arabic is a plus).
