Job summary

Synechron in Abu Dhabi is seeking a Techno-Functional Program Manager (BI & P Portfolio) with 15+ years of experience to lead end-to-end delivery of complex banking programs. This full-time role requires managing multiple projects simultaneously with strong governance and executive reporting across business and technology sponsors.

You will drive scope, milestones, dependencies and benefits realization while ensuring alignment with security standards, regulatory commitments and enterprise risk

Qualifications

Job Descriptions:

  • 15–17 years of overall experience preferred.
  • Minimum 10 years of experience in banking.
  • Strong experience managing technology-driven and business-led strategic programs.
  • Prior experience handling multiple banking technology projects independently.

Role Type:

  • Techno-functional Program Manager.
  • Not a pure technical SME or architect role.
  • Expected to manage at least 2–3 projects simultaneously.

Skill Mix:

  • Approximately 70% technical understanding.
  • Approximately 30% banking/business functional knowledge.

KEY ACCOUNTABILITIES:

Strategic Program Delivery:

  • Lead end-to-end delivery of complex business and technology programs from initiation to closure.
  • Define scope, outcomes, delivery roadmap, milestones, dependencies, resource plans and success criteria.
  • Manage multiple workstreams across Retail, Corporate & Commercial Banking, Payments, International, Finance, Risk, Compliance and Technology domains & also to work on Tecno-functional aspects of setting up of new entities, new branches & new representative offices
  • Ensure programs deliver approved business outcomes, measurable value, operational readiness and sustainable adoption.

Governance, Controls & Executive Reporting:

  • Establish and manage program governance forums including Working Groups, SteerCo, ExCo-level updates and management reviews.
  • Prepare executive-ready status reports, SteerCo decks, decision papers, dashboards, RAID logs, action trackers and closure packs.
  • Ensure compliance with Client project governance, stage gates, audit readiness, documentation standards and portfolio reporting expectations.
  • Escalate material risks, issues, dependencies and decisions with clear options, impacts, recommendations and required actions.

Stakeholder & Delivery Leadership:

  • Act as the single point of accountability across Business Sponsors, Product Owners, IT Sponsors, Architecture, Information Security, Operations, Risk, Compliance, Legal, Procurement, Finance, PMO/GSO and vendors.
  • Facilitate workshops, planning sessions, governance meetings and dependency forums to drive alignment and timely decision-making.
  • Lead, coach and guide PMs, BAs, SMEs, vendors and cross-functional teams to maintain delivery discipline and accountability.

Technology, Testing & Go-Live Management:

  • Oversee solution design, integration dependencies, environment readiness and alignment with enterprise architecture and security standards.
  • Coordinate SIT, UAT, NFT, security testing, dress rehearsals, cutover planning, production deployment and hypercare stabilization.
  • Ensure go-live readiness through approvals, deployment runbooks, rollback plans, operational support model and business adoption plan.

Regulatory, Risk, Audit & Compliance Management:

  • Manage regulatory and audit-sensitive programs including CBUAE commitments, data localization, risk remediation, vendor risk and compliance initiatives.
  • Maintain robust risk and issue management with mitigation actions, owners, target dates and evidence-based closure.
  • Support audit responses, GIA closure actions, regulator submissions, governance evidence and control validation requirements.
  • Support RFI/RFP, vendor evaluation, commercial review, contract onboarding and third-party risk processes including IRQ/VRM/TPRM activities.
  • Manage vendor deliverables, milestones, performance, dependencies, contractual obligations and escalation paths.
  • Own budget planning, forecast versus actuals, CAPEX/OPEX tracking, investment approvals, cost optimization and benefits realization reporting.

  • On-time and on-budget delivery of approved milestones and releases.
  • Effective management of critical risks, issues, dependencies and governance actions.
  • Achievement of regulatory/audit commitments and production readiness controls.

QUALIFICATIONS & EXPERIENCE:

Education & Certifications:

  • Bachelor's degree in Engineering, Computer Science, Information Systems, Finance, Business Administration or related discipline.
  • Master's degree / MBA preferred.
  • PMP, PgMP, PRINCE2, Agile/Scrum, SAFe, ITIL or Lean Six Sigma certifications preferred.

Experience Requirements:

  • 12–18+ years of technology, banking transformation or strategic program delivery experience.
  • 8–10+ years managing large-scale programs within banking or financial services.
  • Proven track record delivering multi-million AED transformation, regulatory, core banking, payments, infrastructure, digital or international programs.
  • Experience engaging C-level executives, Business Heads, Technology leadership, control functions, vendors and regulatory stakeholders.
  • Strong understanding of SDLC, Agile/Waterfall delivery, enterprise architecture, information security, production deployment and operational handover.
  • Preferred domain exposure: Corporate & Commercial Banking, Retail Banking, Payments, Digital Banking, CRM, Core Banking, Treasury & Markets, Trade Finance, Risk & Compliance, Digital Assets and International Banking.
