Job description

The success of the Computerized Maintenance Management System (CMMS) will be the responsibility of the Technical Manager, ensuring that it is accurate and up-to-date. The Technical Manager will conduct analysis of completed jobs and conditions of class.

Key Responsibilities:

  1. Ensure strong implementation of planned maintenance, monitor vessel spares requisitions, consumption, and stocks on board for all vessels.
  2. Coordinate repair and maintenance functions for the operating fleet to minimize loss of revenue and cost of repairs.
  3. Review repair requests and compare with previous work accomplished on the ship and similar vessels to determine economic soundness of expenditures.
  4. Ensure vessels comply with class society requirements and maintain valid insurance for Hull, Machinery, and P&I.
  5. Visit fleet onshore & offshore in UAE or globally as per the nature of vessel’s operational area.
  6. Conduct physical supervision of all dry dock activities in UAE or worldwide as required and prepare final dry dock reports and records.
  7. Prepare the annual plan for site visits and Condition Based Monitoring activities for a minimum of one year in advance.
  8. Participate in HSEQ improvements, auditing, review meetings, and assist the HSEQ Manager in implementing policy and ISM system on board all vessels.
  9. Ensure vessel availability and seaworthiness for trading worldwide and update management about status.
  10. Investigate machinery casualties to determine causes and advise ship's officers on methods of operation to prevent recurrence.
  11. Cooperate with regulatory bodies to ensure that requirements for alterations, repairs, or modifications are kept at minimum cost consistent with safety.
  12. Guide in sourcing vessel spare parts, ensure availability of critical spare parts, and maintain inventory records.
  13. Delegate tasks related to vessel maintenance and provide assistance in case of problems without sacrificing quality of work.
  14. Promote a safe working environment through Hazard Protection Programs (HPP) and Job Safety Analysis programs.
  15. Ensure all programs are developed and functioning in the Marine Safety culture, and lead investigations of all technical incidents.
  16. Ensure safety and pollution regulations are applied and followed onshore and on board vessels.
  17. Manage budgetary responsibilities, including preparation and monitoring of budgets in accordance with organizational requirements.
  18. Oversee and manage refits and planned work projects, ensuring essential work is included in specifications and project plans, with expenditures remaining within budget.
  19. Prepare new submitted quotations regarding repairs and dockings and select shipyards.
  20. Develop and maintain relationships with outside vendors and service providers.
  21. Ensure department purchases comply with procurement policy.
  22. Participate in the vessel fuel management committee, overseeing the lifecycle of fuel from procurement to combustion.
  23. As a member of the Operations Leadership Team, responsible for workforce planning, training, and performance monitoring to ensure operational requirements are met.
  24. Assist in the accomplishment of company objectives by performing other related duties as required.
  25. Accomplish Technical Department and organization mission by completing related results and assignments as needed.

Education:

Marine School Diploma or Technical College Certificate or a combination of equivalent education, job-related training, and experience in a related position. PMP certification (or) Lean (or) Six Sigma training will be an advantage. Completion of a 4-year Technical Apprenticeship, a recognized Marine Course, or a Certificate of Competency (COC).

Experience:

Minimum 25 years of comprehensive technical experience, including:

  1. 10 years’ experience in the rank of Chief Engineer onboard ships.
  2. 10 years’ relevant conversion or new build experience in marine/offshore industry/shore-based technical.
  3. Minimum 5 years in positions of managerial responsibilities.
  4. Internal auditing experience.

Skills:

Proficient in Microsoft Office (Word, Excel), Microsoft Project. Possess advanced working knowledge in technical, financial, and project management activities. Extensive knowledge and experience in relevant marine and offshore legislation, inspection standards, class rules requirements, and industry codes. Excellent communication and influencing skills at all levels of the organization. Ability to manage Profit & Loss and generate annual budget plans. Strong commercial acumen and understanding of customer impacts. Customer focus & leadership skills including effective time management and prioritization. Strong negotiation, analytical, and problem-solving skills. Ability to influence and lead teams in remote locations. Ability to represent the Company and build relationships with regional management teams and develop satisfactory solutions.
