Job summary

Tanqeeb seeks a Technical Manager to oversee the integrity and performance of assets across five terminals in the UAE. You will manage project scopes, budgets, and contractor relations while ensuring HSE compliance and effective startup/commissioning of new facilities.

With a background in Engineering and 10+ years in oil & gas, you will guide maintenance, process improvements, and compliance initiatives across the enterprise, coordinating with ENOC E&C and operations teams.

Qualifications

Responsibilities

Job Purpose

To manage integrity of all owned, leased and managed assets of EIL, like planned inspections, preventive maintenance, corrective maintenance etc. To manage various improvement projects, maintenance projects and expansion projects of EIL for improving efficiency, safety and capacity

Principal Accountabilities

1.0NEW PROJECTS

• 1.1Preparation of Project Preliminary scope and ERs
• Responsible for the preparation of project scope of work / description in conjunction with ENOC E&C
• Analyze project proposals and feasibility studies from ENOC E&C or other third party consultants for completeness, clarity of stated objectives and Operational requirements
• Budgets for projects based on proposals from ENOC E&C
• Endorses project execution plans submitted by E&C
• Responsible for ensuring that company Environmental, Health, and Safety requirements are included in the project ER
• Approve all work request to ENOC E&C
• 1.2Basic / Detailed Engineering
• Approve all critical engineering document e.g. P&IDs, PFD'S, Plot Plans, etc. prepared by ENOC E&C or third party engineering consultant
• Responsible for the quality control of the engineering and project management services provided by external parties
• Guides technical audits such as project design review, HAZOPs, Risk Assessments, PHSER, etc. to ensure company technical standards, project objectives and EHS requirements are being met
• Responsible for the implementation of Management Of Change (MOC)
• 1.3Procurement/Tendering/Contract Awards
• Approve project’s contractors/vendor lists
• Approve tender packages, bid evaluation and contract awards recommendations
• Review and approve any deviations from tender documents and ensure they are properly recorded
• Review procurement process and ensure they are in line with project schedule
• 1.4Construction/Pre-commissioning/Commissioning
• Manage the projects in conjunction with the project manager, in order to resolve any outstanding issues and represent company’s stance on any disputes with contractors
• Approve all technical and commercial deviations from contract
• Approve variation orders outside project engineers financial authority
• Integrates Maintenance & Operations teams involvement during pre-commissioning phase in order to have a smooth hand-over and close-out of the project
• Guides for proper project hand-over / close-out of all snag list items critical to commence start-up of facilities
• Formulates along with operation team the pre-commissioning / commissioning / operating procedures of the new facilities
• Organizes technical support to Operations during commissioning of facilities
• Responsible for the overall coordination with Operations, Maintenance and ENOC E&C for any training requirement on new equipments
• 2.0 MAINTENANCE
• Managing the whole maintenance activities of assets of the five terminals (in Jebel Ali and Fujairah), to ensure efficiency, safety and integrity of the assets.
• Approve maintenance procedures and developing schedules including that of computerized maintenance system.
• Budgets for annual maintenance expense / capital investments
• 3.0PROCESS IMPROVEMENT
• Approve existing working process with the objective of enhancing terminal operating efficiency in coordination with compliance superintendent
• Regulates progress of approved process improvement by responsible parties
• Approve all process and hardware changes in the terminalling and distribution functions with the aim of ensuring that all changes implemented adhere to company EHS requirements and process objectives
• Review of existing technology with the view of enhancing terminal Operations efficiency.
• 4.0COMPLIANCE
• 4.1Quality
• Manage compliance to EPPCO QA system
• Direct proper maintenance / updating of the terminals / distribution Quality Management Systems
• Review the terminals / distribution Audit schedule
• Review Audit reports and ensure together with Compliance Superintendent satisfactory close-out of all observations and non conformances
• Investigate and report on incidents
• 4.2Environment
• Implement Environmental Management System in coordination with EHS department
• Manage implementation of a number of Environmental Improvement Programs
• Ensuring compliance to regulatory agency and company regulations

Cyber Information Security Responsibilities

• Comply with all applicable information security policies, standards, and procedures.
• Classify and protect information assets in accordance with the Data Classification Standard.
• Participate in mandatory information security awareness and training programs.
• Support information security initiatives and activities within the organization.
• Consider information security requirements when managing changes involving information assets.
• Report security incidents, vulnerabilities, weaknesses, or non-compliance in accordance with established procedures.
• Fulfil role-specific information security responsibilities and contribute to maintaining the effectiveness of the Information Security Management System (ISMS).

Experience
