Job summary

Pearl Initiative seeks a Programme Manager to lead governance and technology initiatives across the GCC. You will guide design, development, and execution while building thought leadership and ensuring impactful, compliant delivery of all projects.

The role requires a strategic leader with strong stakeholder management, the ability to secure funding, and a track record in program management and governance in tech. Fluency in English is essential, with Arabic desirable.

Qualifications

• Master’s degree in a relevant field with strong analytical skills.
• At least 7 years of experience managing programs, think tanks, or non-profit networks.
• Experience in governance in the tech sector and AI governance is highly desirable.
• Fluency in English required; Arabic is highly desirable.

Responsibilities

• Lead design, development, planning and budgeting for the programme.
• Drive programmatic innovation and cross-programmatic collaboration.
• Develop funding targets, identify sources, and secure partnerships.
• Oversee projects, contracts, risk management, and timely delivery.
• Mentor and develop Programme Associate and other staff.
• Produce research, thought leadership, and convenings.
