JOB PURPOSE
To monitor and facilitate the implementation of Health, Safety, and Environment programs, including fire prevention, occupational health, and environmental protection policies, procedures, and the Corporate Health, Safety, and Environment Management System (HSEMS) within the entire Operation Group. The goal is to achieve compliance with Local Authorities, ADNOC HSE Requirements, and applicable industry standards, while preventing or minimizing incidents, injuries to employees, customers, contractors, and damage to facilities and equipment.
KEY ACCOUNTABILITIES
Safety and HSE Risk Management
- Manage a team of HSE Engineers and HSE Inspectors, and indirectly oversee site security teams to meet workload demands at Abu Dhabi Multi Product Depots, Plants, and other sites. Provide leadership, mentoring, and guidance to control risks within tolerable limits.
- Develop and facilitate the implementation of HSE procedures in accordance with corporate policies.
- Oversee and assist site-specific teams and other business units such as Supply Chain, Production, Aviation Depots, and Maintenance in managing safety-critical operations and risk mitigation.
- Identify hazards, evaluate risks, assess consequences, monitor compliance, and provide assurance regarding HSE hazards and risks. Audit the effectiveness of mitigation controls to reduce risks as low as reasonably practicable.
- Participate in safety studies such as HAZOPs, HAZID, ENVID, OHRA, SIL, BFSR, FERA, ESSA, F&G Mapping Study, ISD, JSA, and other risk assessments.
- Attend and contribute to HSE Impact Assessment workshops.
- Manage HSE audits with internal and external teams during site-specific and vertical business unit audits.
Lead and conduct Job Safety Analysis and Risk Assessment workshops with relevant units.
Inspection and Monitoring
- Conduct inspections, audits, surveys, sampling, and monitoring to ensure effective implementation of HSE and fire safety procedures across facilities.
- Perform audits on occupational hazard identification processes and ensure timely resolution of recommendations.
- Report hazards, unsafe acts, conditions, and near misses; develop action plans and follow up until gaps are closed.
- Lead management site HSE walkthroughs and inspections, ensuring timely closure of findings.
- Investigate critical incidents and facilitate the implementation of recommendations. Provide HSE advice, coaching, and guidance to management.
- Inspect Contractor Camps for compliance with ADNOC Welfare Standards.
- Coordinate with internal units for contractor inspections and renewals.
- Conduct periodic work system audits, including refresher training on the Effectiveness Management System (EMS).
Fire Safety Equipment Maintenance Management
- Develop maintenance schedules for fire-fighting equipment and systems, including preventive maintenance and replacement programs.
- Coordinate with Maintenance teams for regular testing and maintenance of safety and fire-fighting equipment.
- Establish inspection and testing procedures in line with standards like NFPA 25.
- Coordinate periodic testing of fire systems with HSE inspectors.
Emergency Response and Crisis Management
- Implement site emergency response and crisis management procedures, maintaining an incident management team.
- Lead annual emergency response exercises across the Operation Group.
- Coordinate with Emergency Response, Crisis Management, and Business Continuity teams.
- Develop annual exercise programs for Aviation and other divisions.
Stakeholder Management and Committees
- Build and maintain relationships with regulators, armed forces, civil defense, police, and neighboring facilities. Participate in meetings and drills, providing 24/7 availability.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS
- Bachelor's Degree in HSE, Safety, Technical, or Science disciplines or equivalent.
- Minimum of 8-10 years of HSE experience in the Oil and Gas industry, including 3-4 years in managerial roles.
- Strong knowledge of HSE principles, practices, and standards including NFPA, ADNOC HSEMS, OSHA, and UAE Fire and Life Safety Code.
- Proficiency in safety culture development and tools to foster positive workplace safety.
- Excellent computer skills in Microsoft Office.
- Professional certifications such as NEBOSH International Diploma or at minimum NEBOSH IGC Certificate.
