Job Summary:
The Subcontract Engineer will be responsible for managing subcontracting activities for a long-term ADNOC project in the UAE. The role involves coordinating with vendors, contractors, and internal stakeholders to ensure timely and cost-effective subcontracting solutions while adhering to ADNOC standards, HSE regulations, and contractual requirements.
Key Responsibilities:
1. Subcontract Management

• Prepare, review, and administer subcontract agreements, ensuring compliance with project specifications, budgets, and timelines.
• Evaluate subcontractor bids, conduct technical and commercial evaluations, and recommend award decisions.
• Monitor subcontractor performance, ensuring adherence to contractual obligations, quality standards, and HSE policies.
• Manage subcontract variations, claims, and disputes in coordination with the project management and legal teams.

2. Procurement & Tendering Support

• Assist in the preparation of RFQs (Request for Quotations), ITBs (Invitation to Bid), and tender documents.
• Conduct pre-qualification of subcontractors and maintain a vendor database.
• Negotiate terms and conditions with subcontractors to achieve cost savings and mitigate risks.

3. Coordination & Reporting

• Liaise between engineering, construction, procurement, and project control teams to ensure smooth subcontract execution.
• Track subcontract progress, expenditures, and deliverables, providing regular reports to project management.
• Ensure proper documentation and record-keeping for audits and compliance purposes.

4. Compliance & Risk Management

• Ensure all subcontracting activities comply with ADNOC guidelines, UAE regulations, and international standards.
• Identify and mitigate risks related to subcontractor performance, delays, and cost overruns.
• Conduct site visits and audits to verify subcontractor compliance with HSE and quality requirements.

Qualifications & Experience:

• Education: Bachelor s degree in Engineering (Mechanical, Civil, Electrical, or related field).
• Experience: Minimum 5 years in subcontract management, preferably in UAE/Oil & Gas (ADNOC experience is a plus).

Skills:

• Strong knowledge of subcontracting processes, contracts, and procurement.
• Proficiency in SAP, MS Office, and project management tools.
• Excellent negotiation, communication, and analytical skills.
• Familiarity with ADNOC systems (SAP, Ariba) is advantageous.
• Certifications: PMP, CIPS, or similar certifications are a plus.
