Job Summary:
The Subcontracts Administrator will be responsible for overseeing the procurement and administration of subcontracts in support of oil and gas projects. This includes sourcing, negotiating, and managing contracts with various subcontractors and suppliers to ensure successful project execution in compliance with industry regulations and company policies.
Key Responsibilities:
- Subcontract Management:
- Develop and manage subcontract agreements, ensuring compliance with project scopes, timelines, budgets, and industry standards.
- Review and administer contractual terms and conditions to ensure company compliance and minimize risks.
- Monitor subcontractor performance, ensuring delivery within agreed timelines and cost parameters.
- Contract Negotiation:
- Lead negotiations with subcontractors, including pricing, contract terms, and service level agreements.
- Resolve disputes related to contract terms, scope changes, and other contractual issues.
- Prequalification and Vendor Selection:
- Identify, prequalify, and select suitable subcontractors for various services, ensuring they meet project-specific requirements.
- Maintain and update a database of qualified subcontractors and suppliers.
- Cost Control and Budget Management:
- Ensure subcontractor pricing aligns with project budgets and manage cost variations during the contract lifecycle.
- Conduct financial evaluations of subcontractors and negotiate favorable terms.
- Compliance and Risk Management:
- Ensure that all subcontracts comply with company policies, legal requirements, and industry regulations (e.g., HSE, environmental, safety, and labor laws).
- Assess and mitigate contractual risks, including reviewing insurance certificates, bonding, and indemnity clauses.
- Documentation and Reporting:
- Maintain accurate and complete records of all subcontract documents, change orders, and correspondence.
- Prepare and submit regular reports to senior management on subcontractor performance, contract status, and any emerging issues.
- Cross-Functional Collaboration:
- Work closely with project managers, procurement teams, and legal departments to ensure alignment between contractual obligations and project execution.
- Liaise with suppliers, engineering, construction, and finance teams to ensure smooth project delivery.
- Change Order Management:
- Administer change orders by reviewing scope changes, pricing, and terms with subcontractors.
- Ensure all changes are properly documented, negotiated, and approved before implementation.
Required Qualifications:
- Education: Bachelor's degree in Business, Supply Chain Management, Law, Engineering, or a related field.
- Experience:
- Minimum 5-7 years of experience in contract or subcontract management, with at least 3 years in the oil and gas industry.
- Experience managing complex subcontracts for large-scale projects, particularly in construction, offshore, or onshore operations.
- Skills:
- Strong knowledge of oil and gas industry contracts, including engineering, procurement, and construction (EPC) contracts.
- Excellent negotiation and communication skills.
- Proficient in contract management software and Microsoft Office Suite.
- Solid understanding of legal, financial, and risk management concepts in contracts.
- Certifications:
- Professional certification such as Certified Professional Contracts Manager (CPCM) or equivalent is a plus.
- Analytical thinking and attention to detail.
- Strong problem-solving abilities.
- Ability to manage multiple contracts simultaneously.
- Excellent interpersonal skills, capable of building relationships with internal and external stakeholders.
- Knowledge of regulatory requirements in oil and gas projects (e.g., HSE, environmental standards).
- This position may require travel to project sites and subcontractor facilities.
- Occasional long hours may be necessary, especially during critical project phases.
