Job summary

Black Pearl Consult is seeking a Programme & Transformation Manager in the UAE to coordinate a complex transformation programme. You will lead programme planning, budgets, governance, and reporting, working with senior leaders and external partners to maintain visibility of progress and mitigate delivery risks.

This role suits someone with consulting or advisory experience across varied engagements, combining analytics with hands-on change implementation.

Qualifications

Bachelor's degree in Engineering, Business Administration, Economics, Finance or related discipline.
8+ years of relevant experience with a bachelor's; 6+ years with a master's.
Master's degree in Management, Engineering Management, or Business Administration preferred.
PMP, PgMP, MSP or PRINCE2 certification preferred.
Consulting or advisory firm experience preferred, with varied projects and complex programmes.
Experience managing or supporting large capital programmes.
Strong skills in integrated planning, budgeting, risk management, and executive reporting.
Understanding of capital project development including feasibility, approvals, procurement, and financial close.
Experience coordinating commercial interfaces and multidisciplinary teams.
Proven knowledge of process improvement, digital tools, vendor evaluation, and programme resourcing.
Advanced proficiency in Excel, PowerPoint, and programme management platforms.

Responsibilities

Maintain an integrated programme plan covering projects, milestones, approvals, and dependencies.
Consolidate budgets with Finance, monitor expenditure, and track changes.
Prepare executive presentations, steering committee reports, and progress updates.
Coordinate governance meetings and maintain action, decision, and approval records.
Identify risks affecting timelines, budgets, and compliance, and coordinate mitigations.
Support negotiations and manage interfaces with suppliers, advisers, and strategic partners.
Collaborate with business functions, IT, and Procurement to evaluate, pilot, and implement digital solutions.
Identify and implement process improvements across programme workstreams.
Support vendor sourcing, evaluation, and contracting with Procurement.
Identify programme resource needs and coordinate recruitment or sourcing.
