1. Bachelors degree in Engineering Preferably in Mechanical Civil or Naval.
2. 12 years experience with proven offshore operations experience.
3. Strong commercial and contractual awareness.
4. Excellent negotiation and decision-making skills.
5. Excellent written and spoken English language skills.
6. Leadership ability and excellent interpersonal skills.
7. Excellent communication planning and organizational skills.
8. Superior knowledge of offshore operations personnel & equipment.

ROLE PURPOSE

Jobs at this level are responsible for a number of functions on an assigned project to ensure that offshore constructions meet all contractual requirements in the most cost-effective and efficient manner. Plan, manage, and monitor offshore construction activities during the phase of the project.

Key responsibilities include:

1. Review tender documents, scope of work, and client specifications.
2. Provide input to Offshore management for offshore scope at Bid stage, which will include review of schedule and estimated durations, inputs to explanations, and qualifications.
3. Review, comment, and issue the ITB to the subcontract department for the scope of work related to offshore. Subsequently, review and comment on the technical proposals provided by the bidders.
4. Communicate with clients for the assigned project related to the construction activities.
5. Manage interface with other contractors working within the same areas in coordination with the project interface Manager.
6. Manage different construction managers assigned on different projects.

ACCOUNTABILITIES

At BID Stage:

1. Review tender documents, scope of work, and client specifications.
2. Provide input to offshore management for offshore scope at Bid stage.
3. Attend strategy meetings initiated by the estimation section during the bid stage.
4. Review, comment, and issue the ITB to the subcontract department for the scope of work related to Offshore.

On award of contract & assignment to a project:

1. Review technical handover documents and familiarize fully with the scope of work and client specifications.
2. Distribute copy of project scope of work and client specifications to relevant parties.
3. Finalize the list of project deliverables prepared by OCEs for the offshore scope.
4. Develop offshore plans in coordination with relevant teams.
5. Produce offshore schedule taking into consideration project milestones and availability of barges/marine units.

Throughout all phases, responsibilities include:

1. Prepare list of construction aids required for the job.
2. Coordinate with survey section and advise survey requirements for the project.
3. Monitor cost of offshore works in comparison with the budget.
4. Ensure implementation of the project safety plan and the company HSEMS.
5. Capture/issue lessons learnt and good practices at any stage during the project.
6. Review subcontractors' invoices and provide necessary clarifications for processing.

Supervise and assess the performance of the OCE/Sr OCE/LOCE & the Project Material Coordinator for timely delivery of offshore material.

Ensure and enhance quality of the work, and conduct regular meetings with the Project Director and PMT to keep the project management team updated on all aspects of offshore works.

Participate in project quality audits and follow up for closeout of inadequacies as determined by the audit findings.

Coordinate preparation of project final documentation dossiers related to the offshore works scope.

Prepare a project closeout report after completion of the project and include the lessons learned and recommendations for future works.
