Job Description

Job Overview:

The Senior Health, Safety, Security and Environment (HSE) Engineer is responsible for overseeing and driving health, safety, security and environmental compliance across all project sites, fostering a safe and secure working environment. This role involves implementing safety programs, coordinating with regulatory authorities, and ensuring adherence to industry standards to minimize risks and maintain operational excellence.

Key Responsibilities:

· HSE Implementation and Compliance

  • Implement client and consultant HSE-related requirements on-site to ensure full compliance with safety standards.
  • Coordinate with local authorities such as DDA, DM, TRAKHEES, NAKHEEL, EMAAR, Dubai Holding, and others to obtain necessary approvals and align with HSE regulations.
  • Ensure compliance with site-specific requirements, including risk assessments, permit systems, and safety certifications.

· Training and Awareness

  • Conduct HSE awareness programs for engineers, supervisors, and workers to enhance safety knowledge and ensure adherence to HSE standards.
  • Lead weekly HSE training sessions and regular meetings with the HSE team to ensure continuous improvement in safety standards and promote a proactive safety culture.
  • Explain risk assessments to site supervisors and ensure proper implementation of safety measures.

· Site Safety and Security

  • Ensure the presence on-site of third-party certified safety personnel such as scaffolding inspectors, scaffolders, riggers, first aiders and others to maintain safety standards and compliance.
  • Maintain site security by ensuring 24/7 security personnel availability.
  • Oversee the display of safety awareness signage on-site to communicate essential safety information and promote a safe working environment.
  • Manage and monitor the mobilization activities for new projects, including fencing, signage, safety instruction points, and assembly points.

· Emergency Preparedness and First Aid

  • Ensure the provision of adequate first aid and firefighting facilities across all sites.
  • Conduct fire drills every three months to ensure emergency preparedness.

· Facility and Welfare Management

  • Ensure the availability of welfare facilities, including drinking water, restrooms, bathrooms, and adequate labor camp facilities.
  • Manage uniform distribution and other welfare initiatives to promote the well-being of all workers.

· Equipment and Material Safety

  • Conduct periodic inspections of tower cranes, heavy-duty scaffolding, and other critical equipment to ensure compliance with safety standards.
  • Manage the proper storage of flammable gases and chemicals in designated areas on-site.

· Documentation and Reporting

  • Prepare and maintain comprehensive HSE documentation to ensure regulatory compliance and foster a consistent safety management system across all sites.
  • Document safety inspections, training records, and incident reports systematically.

· Site Maintenance and Presentation

  • Ensure good site presentation by maintaining a clean, organized, and safe work environment.
  • Promote environmental sustainability and address potential hazards effectively.

· Gate Pass and Access Management

  • Ensure the provision of gate passes for workers, subcontractors, and consultants, ensuring secure and efficient site access.

Desired Candidate Profile

  • Bachelor’s degree in civil engineering, Occupational Health and Safety, or a related field.
  • Relevant certification such as NEBOSH, IOSH, OSHA.
  • A minimum of 12 years of experience in HSE management of multiple sites and labor camps within the construction sector.
  • Demonstrated experience coordinating with regulatory authorities and implementing HSE compliance measures.
  • In-depth understanding of local and international HSE regulations and standards.
  • Strong leadership and team management skills.
  • Excellent communication and interpersonal skills to effectively liaise with clients, consultants, and authorities.
  • Proficient in risk assessment, incident reporting, and HSE documentation.
  • Ability to conduct and deliver engaging safety training and awareness sessions.
