Tornado Group is seeking a seasoned HSE Manager in Abu Dhabi to lead the implementation of the HSEMS across projects. You will develop policies, supervise environmental management activities, and provide guidance to managers on HSE matters.

You will conduct audits, investigations, and enforce safety measures, coordinating with third‑party inspectors and contractors to ensure compliance with UAE HSSE standards.

Formación

• Experience leading the implementation of HSEMS across projects.
• Ability to develop and update HSE policies and procedures.
• Proven track record conducting audits and investigations under UAE HSSE rules.

Responsabilidades

• Leads, supervises and monitors the implementation of the company's HSEMS.
• Develops and manages HSE Policies and Procedures to ensure wellbeing of all employees, contractors, and visitors.
• Manages and monitors HSEMS and supervises Environmental Management activities.
• Provides main guidance to managers on HSE matters.
• Interacts with Operation & Maintenance and Project consultants on HSE matters.
• Leads HSE and QA audits to ensure compliance with project requirements.
• Develops, implements and manages Safety Management System with TPI Consultant.
• Ensures projects meet HSE criteria during Tendering, Pre-FEED, FEED, EPC and O&M phases.
• Monitors staff compliance with safety standards and reports violations.
• Monitors contractor HSE compliance and reports breaches.
• Carries out daily site HSE tours and highlights findings.
• Issues Safety Enforcement Notices per SEN procedure.
• Follows up with contractors on outstanding HSE issues and closes with evidence.
• Develops and updates HSE documents (Safety File) such as plans and risk assessments.
• Conducts accident and incident investigations and reports to Health and Safety Manager.
• Prepares and maintains HSE registers (training, induction, SEN, inspections).
• Monitors UAE HSSE legislation compliance and contractor HSE plans.
• Ensures safety measures for Engineers & Inspectors and provides training when required.

Job description

2. 2. Develops and manages HSE Policies and Procedures to ensure the well-being of all employees, contractors, members of the public and visitors to the company.
3. 3. Manages and monitors the implementation of HSEMS and supervises activities related to Environmental Management.
4. 4. Provides the main source of advice and guidance to the managers on HSE matters.
5. 5. Interacts with Operation & Maintenance and Project consultants on HSE matters.
6. 6. Leads HSE and Quality Assurance (QA) audits as required to ensure compliance by all parties involved with project's HSE and quality requirements.
7. 7. Develops, implements and manages the Safety Management Systemin coordination with the Project Third Party Inspection (TPI) Consultant.
8. 8. Ensures that Projects executed meet the Criteria for HSE requirements during Tendering process, Pre-FEED, FEED, EPC and Operation & Maintenance Phases.
9. 9. Monitor the compliance of all staff with the applicable safety standards and company’s procedures and bring to the attention of the Project Manager any safety violations by site team for their further action.
10. 10. Monitor, assess and report on Contractor and Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice
11. 11. Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
12. 12. Issue Safety Enforcement Notices (SEN) as per company SEN procedure
13. 13. Follow up with the Contractor on outstanding HSE issues, including SEN’s and ensuring prompt closure with adequate evidence of compliance.
14. 14. Develop and update HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc.
15. 15. Conduct accident and incident investigations and report to Health and Safety Manager and Line Manager.
16. 16. Prepare and maintain HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required.
17. 17. Monitor the Contractor’s compliance with UAE Health, Safety, Security and Environmental (HSSE) legislation and Contractors HSE Plan and report and follow up any breaches.
18. 18. Ensure that relevant safety measures have been put in place for Engineers & Inspectors and provide training as and when require.
