Job summary

ELSEWEDY ELECTRIC is seeking an experienced HSE Lead to oversee health, safety, and environmental management across project sites in the UAE. You will ensure compliance with UAE regulations and client requirements, and drive the development of project-specific HSE plans, risk assessments, and emergency response procedures.

• Bachelor's degree in Engineering, Occupational Health and Safety, or a related discipline.
• 8–10 years of HSE experience in power transmission, electrical infrastructure or EPC construction projects.
• Proven experience managing HSE across multiple project sites.

Job Description:

• Lead and monitor the implementation of Health, Safety, and Environment (HSE) policies, procedures, and management systems across project sites.
• Ensure compliance with UAE HSE regulations, client requirements, applicable legislation, and international safety standards.
• Develop, review, and implement project-specific HSE plans, procedures, risk assessments, and emergency response plans.
• Conduct regular site inspections, HSE audits, and compliance assessments to identify hazards and ensure corrective actions are implemented.
• Review and approve Risk Assessments, Job Safety Analyses (JSA), Method Statements, and HSE documentation.
• Monitor high-risk construction activities, including electrical works, lifting operations, working at height, excavation, confined space entry, and heavy equipment operations.
• Ensure effective implementation of Permit-to-Work (PTW), Lockout/Tagout (LOTO), electrical safety, and other critical safety procedures.
• Provide HSE guidance and technical support to project managers, construction teams, engineers, subcontractors, and site HSE personnel.
• Monitor compliance with HSE requirements for substations, overhead transmission lines, underground cables, and other power infrastructure projects, as applicable.
• Investigate accidents, incidents, near misses, and unsafe conditions, conduct root cause analyses, and recommend corrective and preventive measures.
• Monitor and analyze HSE performance indicators, including incident rates, audit findings, observations, and corrective action closure rates.
• Prepare and review periodic HSE reports, statistics, dashboards, and management updates.
• Lead HSE meetings, toolbox talks, induction programs, awareness campaigns, and specialized safety training.
• Ensure effective implementation of emergency preparedness procedures and coordinate emergency response drills.
• Monitor subcontractors HSE performance and ensure compliance with approved project HSE plans and contractual requirements.
• Coordinate with clients, consultants, regulatory authorities, and third-party auditors on HSE-related matters.
• Lead internal and external HSE audits and ensure timely closure of non-conformities and audit findings.
• Ensure compliance with environmental protection requirements, including waste management, pollution prevention, and hazardous materials handling.
• Monitor occupational health and welfare requirements, including heat stress management, sanitation, and worker welfare facilities.
• Promote a proactive safety culture and encourage workforce participation in hazard reporting and incident prevention.
• Review HSE training needs and ensure employees and subcontractors receive appropriate safety training and competency assessments.
• Monitor the implementation and effectiveness of corrective and preventive actions across project sites.
• Support the development, implementation, and continual improvement of the HSE Management System in accordance with ISO 45001 and ISO 14001.
• Mentor and guide HSE Engineers, Officers, and other site safety personnel.
• Escalate significant HSE risks to management and ensure immediate action is taken to control imminent dangers.
• Support project management in achieving HSE objectives, maintaining client satisfaction, and ensuring safe project execution.
