Job summary

Penspen is urgently looking for a Senior Engineer – QA/QC (Mech/E&I/Civil) for an offshore PMC project in the UAE. The role requires extensive QA/QC experience across mechanical, electrical and instrumentation disciplines, with a strong track record in offshore environments.

The successful candidate will review ITPs, method statements, coordinate technical QA/QC activities, and ensure compliance with API, ASME and ISO standards, while coordinating with construction and commissioning teams.

Qualifications

• 15–18+ years mechanical QA/QC experience in offshore oil & gas
• 5–10+ years offshore project experience mandatory
• PMC or client-side exposure, preferably ADNOC or similar environments
• ADNOC project experience would be an added advantage

Responsibilities

• Ensure QA/QC works meet project specifications, codes and standards (API, ASME, ISO)
• Review and approve ITPs, method statements and QA/QC procedures
• Conduct site inspections for piping, equipment installation, welding, and mechanical completion
• Monitor construction activities to ensure quality compliance
• Manage NCRs and ensure timely corrective actions
• Coordinate with engineering, procurement and construction on quality matters
• Witness and verify testing activities (hydrotest, pneumatic test, etc.)
• Perform and witness inspections, testing, FAT/SAT, calibration and pre-commissioning
• Monitor vendor/contractor quality performance and inspections
• Manage quality documentation and handover dossiers

Job Description / Role:

Penspen is urgently looking for a Senior Engineer – QA/QC (Mech/E&I/Civil) for one of our Offshore PMC projects in the UAE.

Key Responsibilities:

• Ensure all mechanical, electrical and instrumentation works comply with project specifications, codes, and standards (API, ASME, ISO).
• Review and approve ITPs (Inspection & Test Plans), method statements, and QA/QC procedures.
• Conduct site inspections for piping, equipment installation, welding, and mechanical completion.
• Monitor construction activities to ensure adherence to quality requirements.
• Manage Non-Conformance Reports (NCRs) and ensure timely corrective and preventive actions.
• Coordinate with engineering, procurement, and construction teams on quality matters.
• Witness and verify testing activities (hydrotest, pneumatic test, etc.)
• Perform and witness inspections, testing, FAT/SAT, calibration, loop checks, and pre-commissioning activities.
• Monitor contractor and vendor quality performance, including vendor inspections and subcontractor compliance.
• Manage quality documentation, inspection records, and final handover dossiers, coordinating with construction and commissioning teams.

Experience Required:

• Minimum 15 to 18+ years in mechanical QA/QC experience in offshore Oil & Gas.
• Minimum 5–10+ years in Offshore projects is mandatory.
• Proven track record in PMC or client-side roles, especially within ADNOC or similar environments.
• Previous experience in the ADNOC projects in the similar role would be an added advantage.
