Job summary

PTD-Power Transmission & Distribution - IC in Dubai seeks an experienced HSE professional to conduct detailed Job Safety Analyses (JSA) for transformer installation and related high-risk activities. You will manage the PTW system, ensure proper authorization, and enforce LOTO procedures to safeguard personnel and equipment.

You will also oversee electrical safety compliance, PPE inspection, grounding/earthing, and high-risk task inductions, while leading toolbox talks and RCA-based

Qualifications

• Must conduct Job Safety Analysis (JSA) for transformer installation, cable pulling and switchyard gantry erection.
• Must manage and audit Permit-to-Work (PTW) system ensuring authorization before entry to energized/restricted areas.
• Enforce Lockout/Tagout (LOTO) procedures to keep equipment de-energized and safe.

Responsibilities

• Verify PPE and voltage requirements; inspect and test PPE and tools for compliance.
• Oversee grounding and earthing systems during construction to prevent energization.
• Monitor excavation/trenching with proper shoring and safety practices.
• Lead safety inductions for workers, contractors and visitors; conduct daily toolbox talks on high-risk activities.
• Perform incident and near-miss investigations using RCA to drive corrective actions and continuous safety improvements.

Job Description

Responsible for conducting detailed Job Safety Analysis (JSA) for critical activities such as transformer installation, cable pulling, and switchyard gantry erection to identify and mitigate potential hazards. Manage and audit the Permit-to-Work (PTW) system, ensuring that all personnel are properly authorized before entering energized or restricted areas. Strictly enforce Lockout/Tagout (LOTO) procedures to ensure equipment is de-energized and safe for installation, maintenance, or testing activities. Oversee electrical safety compliance by ensuring that all tools, equipment, and personal protective equipment (PPE), including arc-rated clothing and insulated gloves, meet voltage requirements and are properly inspected and tested. Verify the correct application of temporary grounding and earthing systems during construction to prevent accidental energization. Monitor excavation and trenching activities associated with grounding grid installation, ensuring proper shoring, utility detection, and safe work practices are followed. Conduct site-specific safety inductions for employees, contractors, and visitors, lead daily toolbox talks focusing on high-risk activities, and carry out incident and near-miss investigations using Root Cause Analysis (RCA) methodologies to identify corrective and preventive actions, ensuring continuous improvement in site safety performance.
