Job description

Job Purpose

Support projects within the Refining Business Line Group Companies (BLGCs) and associated potential new joint ventures, ensuring optimal resource utilization and maximizing asset value to achieve continuous growth, profitability, and excellence through best practices and alignment with ADNOC guidelines, strategies, and objectives.

Key Accountabilities

Project / Investment Assessment

  • Assist in reviewing all project proposals, including design basis, mass and energy balance, assumptions, and strategies, to ensure technical robustness and profitable economics, with emphasis on HSE and energy efficiency at the project approval stage.
  • Assist in reviewing feasibility, Pre-FEED, FEED documents, or studies, providing comments to support decision-making for project stage gate approval.
  • Coordinate with BLGCs for evaluating project proposals and submitting them to the Investment Committee for endorsement.
  • Assist and review special studies related to ADNOC and BLGC refining projects, participating in task forces as assigned to evaluate performance, integrity, inspections, and audits.

Projects Review

  • Support the review of project proposals, recommendations, issues, and concerns throughout the project cycle from FEED to close-out, including technical, economic, and contractual aspects, as well as lessons learned for future improvements.
  • Conduct analysis and provide comments to aid management decision-making.

Project Management

  • Coordinate with stakeholders to ensure projects are executed within budget, timelines, and quality standards, complying with UAE laws (for UAE projects) and respective country laws, policies, regulations, and ADNOC guidelines.
  • Ensure adherence to the Project Value Assurance Process (VAP).
  • Review monthly reports, monitor progress, identify concerns, and propose mitigation measures, escalating significant issues to management.
  • Promote fairness and transparency in dealings with consultants, contractors, and manufacturers, following approved procedures.
  • Maintain the team's Technical Support MIS, ensuring data accuracy for reporting and planning.
  • Ensure collection and recording of best practices and lessons learned in the MIS for access by BLGCs.

Job Specific Accountabilities

Projects Control

  • Monitor project costs, schedules, and progress, conducting reporting activities until final acceptance.
  • Maintain and update planning, scheduling, and reporting systems for efficient project execution.

Projects HSE & Sustainability

  • Support the development and control of HSE performance targets for refining projects and promote a sustainable culture, integrating sustainability into work practices.

Projects Handover & Commissioning

  • Follow up on project completion issues, readiness for commissioning, pre-commissioning tests, and post-commissioning performance checks, including warranty assessments.

Commercial Support

  • Ensure projects meet commercial and technical requirements to achieve objectives and comply with ADNOC guidelines.

ADNOC International Projects

  • Support business development during international opportunity identification.
  • Follow up on project implementation from transfer from business development to refining.
  • Ensure compliance with HSE standards, local laws, international conventions, and JV mandates.
  • Prepare JV mandates for smooth project execution and interim arrangements during JV formation.

Minimum Qualification

Bachelor's Degree in Chemical or Mechanical Engineering or equivalent.

Minimum Experience, Knowledge & Skills

  • At least 8 years of relevant experience in technical and project engineering or management within the oil, gas, and refining industry.
  • Good knowledge of industry best practices, technology trends, and applicable legislation and regulations.
  • Proficiency in project management software.

Professional Certifications

PMP certification is preferred.
