We are seeking a detail-oriented and proactive Procurement Specialist to join our Procurement team based in ADGM. This role is critical in managing &support the entire procurement process and execute day-to-day procurement function. The ideal candidate will have hands-on experience with SAP systems, as well as strong capabilities in budget planning and forecasting.

JOB PURPOSE:
Support the entire procurement process and execute day-to-day procurement function, and coordinate tasks related to the procurement of goods, services and assure that all procurement activities are performed in a fully professional, transparent, and ethical manner and in line with procurement regulations. Analyse market conditions, prepare and launch tender documents, facilitate evaluation panels, and negotiate contracts with company’s vendors to ensure best prices.
General
- Prequalifies and prepare lists of qualified bidders for the requisitioned item; prepares enquiry packages incorporating all commercial and technical requirements, where specified, for issue to approved bidders; follows up with bidders to ensure timely submission of bids and carries out opening of bids after closing dates as per the Delegation of Authority.
- Check bids for completeness of technical/commercial data; passes bids and/or vendors’ queries, if necessary, to users for technical comments, further clarifications or additional details; returns users’ feedback to vendors and follows up with latter to ensure that Company requirements are fully satisfied.
- Participate in discussions with users and suppliers’ representatives to clarify techno-commercial contents of suppliers’ quotations and ensure budget availability before award recommendations are made.
- Follow up with users to obtain final technical evaluation of bids. Undertakes the commercial evaluation of technically qualified bids. Prepares techno-commercial recommendations and submits it for review, approval, and award. Refers users’ attention to bids, which are commercially highly competitive, and ensures that proper justifications are provided for rejected bids.
- Prepare Purchase Orders/Agreements and related amendments and passes to Department Manager for endorsement/approval and further processing as per DOA
- Finalize recommendations for bidder-lists and awards to Tender Boards for necessary approvals or endorsement to CEO, for final approval as per DOA.
- Expedite with Suppliers to endure that the delivery to be completed as per POs terms. • Coordinate with End Users to issue Good Received Notes (GRNs) for material and Service Entry Sheet (SES) for the service.
Minimum Qualification
- Bachelor’s degree in supply chain / supply management • bachelor’s degree in business administration with experience in procurement role. Minimum Experience & Knowledge & Skills
- 4 years of experience
- Experience in the Trading or Oil/Gas sector is preferred
- Extensive knowledge and understanding of best practices in procurement procedures, and contract management.
- Experience handling high value complex procurement agreements.
- Considerable knowledge of a wide variety of technical supplies and materials. • Considerable knowledge of record keeping methods and procedures applicable to procurement.
- Knowledge of the basic principles of management and ability to supervise the work of others. • Ability to interpret contractual documents and prepares statistical reports.
- Ability to establish and maintain effective working relationships with institutional officials, State and Regents personnel, and vendors
