Job summary

Roads and Transport Authority is seeking a data-driven professional to lead KPI governance and performance analytics. You will refine the Corporate Performance System, benchmark against international frameworks, and enable agile decision-making through executive dashboards for senior leadership.

Ideal candidates have a Master’s or Bachelor’s with 3+ or 5+ years of relevant experience, plus certifications in Data Analysis or KPI Management.

Qualifications

• Bachelor’s or Master’s degree in business administration, Statistics, Data Science, Public Policy, or related field.
• 3+ years of experience for Master degree holders (5+ years for Bachelor’s degree holders).
• Professional certification in Data Analysis, KPI Management, or Performance Excellence (e.g., APQC, EFQM, or ISO 9001)

• Develop and refine the Corporate Performance System aligned with strategic objectives and global best practices.
• Benchmark against international frameworks to ensure robustness and future-readiness.
• Support integration of performance management into corporate transformation initiatives for agility and accountability.
• Oversee KPI governance lifecycle including validation, data verification, root-cause analysis, and corrective actions.
• Prepare executive dashboards and reports translating data into actionable insights for senior leadership.
• Serve as primary contact for urgent analytical requests from the CEO Office and Board.

Job description

Strategy

• Development and refinement of the Corporate Performance System in alignment with RTA’s strategic objectives, global best practices, and the Dubai Government Excellence Program.
• Conduct benchmarking studies against international frameworks (e.g., Balanced Scorecard, EFQM) to ensure the system remains robust, future-ready, and aligned with global competitiveness standards.
• Support the integration of performance management into corporate transformation initiatives, ensuring agility, accountability, and continuous improvement across all sectors.

Operations

• Execute the full lifecycle of KPI governance, including validation, data verification, root-cause analysis, and corrective action tracking across all departments and units.
• Collect, analyze, and report on corporate performance data using advanced statistical and causal analysis techniques to identify trends, variances, and improvement opportunities.
• Prepare and deliver executive-level performance dashboards, reports, and summaries that translate complex data into actionable insights for senior leadership and committees.
• Serve as the primary point of contact for urgent analytical requests from the CEO Office, Board of Directors, and other high-priority leadership units.

Product/Process Improvement

• Implement and maintain a data quality framework with random checks, cross-verification, and corrective actions to ensure validation accuracy of at least 90%.
• optimize data collection tools, reporting templates, and analytical workflows through process mapping and automation, enhancing efficiency and consistency
• Drive innovation in performance measurement by piloting new KPIs, digital dashboards, and AI-enabled analytics to improve predictive and real-time insights.
