This is Valerine from StrategyConnect . Our client based out of Dubai, UAE is looking for Specialist - Business Development for a 12 month contract(possible extension).

Below are the details :

Job Title : Specialist Business Development

Location : Dubai, UAE

About the client;

The client is a government entity

Scope of work :

  • Design and launch investor-focused service packages and bundled license offerings.
  • Manage partnerships with private sector entities including banks, telcos, insurers, and accelerators.
  • Drive business ecosystem engagement and integrate third-party value-added services into licensing.
  • Conduct market research, customer segmentation, and competitive analysis to identify new service opportunities.
  • Support revenue generation strategies, pricing model design, and ROI tracking for new initiatives.
  • Guide internal and external stakeholders through investor onboarding and service engagement.
  • Mentor junior officers and oversee the development of service proposals and partnership content.

Qualifications :

  • Bachelor’s degree in Business Administration, Marketing, Economics, or related field ( Master’s preferred ).
  • 8–10 years of experience in business development, partnership management, or service innovation.
  • Proven experience in launching bundled public-private offerings and investor engagement strategies.
  • Background in working with platforms, licensing bodies, and private-sector partners (UAE or global).

Language Requirement

English is essential. Arabic is a plus given the local context.

Previous Company Experience Required :

  • Experience working with licensing authorities or regulatory platforms
  • Background in strategic partnerships with banks, Telcos, accelerators
  • Familiarity with Dubai’s business ecosystem and investor services.
