Job description

We are seeking a highly skilled Technology Solutions Architect to join our team at Cigna International Health in Dubai, UAE. This role primarily focuses on leading and advising on architecture across all applications related to regulatory and compliance initiatives within the UAE. You will play a critical role in ensuring that our organization meets all regulatory requirements at all times while fostering innovative solutions that align with our strategic goals. You will also be involved in supporting other architecture initiatives linked to digital and technology transformation within the region.

Responsibilities

Architecture and Design :

• Act as the technology subject matter expert for regulatory change projects, including data residency, privacy, and compliance requirements in the UAE.
• Design, develop, and implement robust architectural solutions that align with local regulatory frameworks to deliver high-quality customer experience, using frameworks such as .NET for back-end and React for front-end solutions.
• Collaborate with stakeholders, including legal, compliance, and IT teams, to ensure alignment with regulatory standards.
• Analyze regulatory policies and changes, providing architectural recommendations to address gaps or impacts on existing systems.
• Develop data residency strategies and oversee the deployment of data-compliant solutions across cloud and on-premise platforms.
• Identify architectural risks and provide mitigation strategies while ensuring scalability, security, and reliability.
• Architect cloud-based, highly scalable, extensible, loosely coupled, and secure micro-services using RESTful / GraphQL for seamless integrations, utilizing API gateways for management and control of API libraries.
• Implement OIDC (OAuth) and SAML authentication and authorization protocols.
• Maintain technical documentation and ensure accurate communication of architectural decisions to relevant stakeholders.
• Support the integration of emerging technologies, ensuring compliance with UAE-specific regulations while driving innovation.
• Guide and mentor technical teams to adopt best practices in architecture and design.
• Ensure the success of IH Tech's multi-year transformation journey through strategic and cost-effective approaches.
• Work with cross-functional teams, including CX / UX / UI designers, backend engineers, and product owners, to promote reuse, consistency, and commonalities across projects.
• Collaborate with the IH Architect community and other senior stakeholders to align solution and system architecture with the overall enterprise architecture vision and strategies.

Requirements :

• Bachelor's or Master’s degree in Computer Science, Information Technology, or a related field.
• Proven 10 years’ experience in technical architecture, preferably in highly regulated industries (e.g., finance, healthcare).
• Strong understanding of UAE-specific regulations related to data privacy, data residency, and compliance requirements.
• Experience managing regulatory-driven projects and ensuring architectural alignment of systems and platforms.
• Expertise in designing and implementing secure, scalable enterprise architectures.
• Knowledge of cloud platforms (Azure, AWS, Google Cloud) and hybrid architecture models.
• Strong analytical skills to translate complex regulatory requirements into technical solutions.
• Excellent communication and stakeholder management skills.
• Relevant certifications such as TOGAF, AWS Certified Solutions Architect are advantageous.
