Job summary

Parsons in Dubai seeks an experienced Utilities Engineer to join the design supervision team on a major road and infrastructure project. You will coordinate utility diversions, liaise with DEWA, DM, RTA, and other authorities, ensuring designs meet local standards.

This role requires 10–12 years in utilities, with 4–5 years in the UAE, and strong AutoCAD/Civil 3D and English communication to coordinate across disciplines on fast‑track delivery.

Qualifications

• Bachelor’s degree in Civil Engineering from a recognized university.
• 10–12 years of utilities engineering experience, with 4–5 years in the UAE (Dubai preferred).
• Proven track record on major roads/infrastructure projects under RTA or similar authorities.
• Working knowledge of DEWA, Etisalat, du, Empower, and DM design standards.
• Strong knowledge of utility design codes, materials, and installation methods in the UAE.
• Excellent coordination and stakeholder management across authorities, contractors, and design teams.
• Excellent technical report writing and English communication (Arabic a plus).

Responsibilities

• Review, coordinate, and approve utility designs for water, sewerage, and electrical networks.
• Liaise with Dubai authorities to obtain NOCs and approvals.
• Supervise contractor activities related to utility diversions and installations.
• Witness testing and commissioning of utility networks and handover readiness.
• Prepare technical reports, RFIs, and variation assessments.
• Coordinate with roads, structures, traffic, and landscape teams to align utilities with the program.
• Identify live utility risks and recommend mitigation measures with an emphasis on HSE.
