Job summary

Dubai Holding Land Estates is seeking a senior professional to lead transport planning strategies and traffic engineering within our masterplanned estates in Dubai. You will coordinate with RTA and Dubai Municipality, manage cost-sharing processes, and guide traffic impact studies for new developments.

The role requires 8–10 years in the Middle East with strong modelling, junction design, budgeting, and reporting skills. A commitment to sustainable, integrated urban development is essential.

Qualifications

• Bachelor’s or Master’s degree in Transportation Planning or Traffic Engineering is preferred.
• 8–10 years of experience in the Middle East is required.
• Experience preparing and reviewing Traffic Impact Assessments (TIA).
• Proficiency in traffic modelling and simulation for planning decisions.
• Knowledge of RTA submission requirements and cost-sharing processes.
• Experience with junction design and signal timing analysis.
• Strong project and budget management skills.
• Excellent report writing and communication abilities.

Responsibilities

• Lead development and delivery of transport planning strategies and traffic engineering solutions.
• Coordinate with RTA on approvals and ensure compliance with standards.
• Support RTA cost-sharing matters; track and report payments to management.
• Direct preparation and review of traffic impact assessments and studies.
• Provide technical guidance and quality oversight on traffic inputs.
• Manage relationships with internal stakeholders, consultants, and government entities.
• Champion sustainable transport approaches to improve resilience and reduce environmental impact.
• Review TPD requests related to land use changes and related matters; align with approvals.
• Create a system to submit TIS updates to RTA not less than twice per year.
