Job summary

Dubai Holding Land Estates seeks a senior professional in infrastructure planning and design to lead delivery across large-scale master-planned developments. You will oversee utility networks, water/sewer strategies, and coordination with Dubai Municipality and other authorities.

The role requires extensive experience in infra planning, with senior management exposure and a track record of cross-project leadership within the UAE/GCC region.

Qualifications

• Bachelor's degree in Civil Engineering from an accredited university.
• Master's degree in Engineering, Infrastructure Planning, or Project Management preferred.
• PMP, Chartered Engineer (CEng), PE, or equivalent accreditation is advantageous.
• 12–15 years of infra planning, design and utilities coordination experience in large-scale real estate developments.
• At least 5 years in a senior managerial role overseeing infrastructure planning delivery and cross-project coordination.

Responsibilities

• Manage and review infrastructure design requirements for existing and new projects from a planning perspective.
• Evaluate infrastructure requirements for potable water, sewer, irrigation, and other services to optimize operation and control costs.
• Manage and prepare agreements with Dubai Municipality for connection fees and DM network tie-ins.
• Provide technical support to other verticals to optimize infrastructure design, construction and operations.
• Support master planning teams in assessing land use changes or Value-Added Services (VAS).
• Manage and update water and sewerage infrastructure master plans, hydraulic model reviews, SIA, STP proposals, and district cooling network designs.
• Plan and implement strategies for wet utilities across developments.
• Coordinate with internal stakeholders to deliver integrated solutions.
• Coordinate with external authorities such as RTA, DEWA, DM, EMPOWER, Etisalat, DU, Lootah Gas, DCD, and military authorities as required.
