Senior Regulatory Compliance Specialist

Job Purpose

Develop, implement, operate and maintain necessary programs, processes and procedures to support the implementation, operation and maintenance of the Regulatory Compliance Program (Program) at ENEC and its subsidiaries (together the Enterprise).

Key Activities, Responsibility & Accountability

Regulatory Compliance Program Management

Responsibilities and Accountabilities:

1. Implement the Regulatory Compliance Program for the Enterprise based on the Enterprise Ethics and Compliance Policy Statement, LGL-POL-0002, and in line with the strategic objectives, core values, expectations of the several Regulators, and ADQ (i.e., ENEC’s parent company) using necessary programs, policies, and procedures.
2. Support implementing and maintaining necessary governance processes such as the Enterprise Compliance Council for advice and oversight, and ensure presenting the key updates and initiatives to the Compliance Community during the periodic ECC meetings.
3. Manage and maintain close liaison with the Compliance Ambassadors and Compliance Area Leads in support of the implementation of the Program.
4. Ensure the necessary performance indicators to measure the performance of the Regulatory Compliance Program are adequately achieved and supported with evidence of completion.
5. Ensure meeting the due dates for the annual self-assessment plan as identified by the NPI Self-Assessment Schedule.
6. Coordinate and support the overall implementation of software tools to automate the processes of the Program.
7. Contribute to the preparation of periodic Regulatory Compliance reports to monitor performance of the program as agreed on the annual compliance plan.
8. Develop necessary Program documentation and templates to ensure appropriate records are maintained as required in the appropriate Controlled Document Management System.
9. Ensure periodic review of all controlled documents related to the Regulatory Compliance function.
10. Contribute to the periodic review of the Official Gazettes and other relevant Legislation to assess their applicability to the Enterprise.

Legal and Regulatory Compliance Program – Managing Legal and Regulatory Obligations

Responsibilities and Accountabilities:

1. Support the implementation, operation and maintenance of Legal and Regulatory obligations for the Enterprise by creating necessary supporting policies, programs, processes and procedures as per the governing guidelines on the Enterprise Compliance Register Procedure, LGL-PRC-0013.
2. Maintain the Enterprise Compliance Universe or Reference in EGRC in coordination with the Compliance Area Owners, Enterprise Legal Functions, and Government Stakeholder Management Team by facilitating identification of applicable obligations from the federal and local laws, regulations, major agreements, licenses, permits, codes of practice, etc., and identify actions with the compliance owners to facilitate compliance.

Legal and Regulatory Compliance Program - Compliance Risk Assessment and Recording

Responsibilities and Accountabilities:

1. Prepare periodic Compliance risk reports to monitor the risks of noncompliance with applicable laws and regulations.
2. Coordinate to support risk workshops against the compliance obligations from various areas of compliance for the Enterprise with the subject matter experts from the business to prepare compliance risk registers.
3. Prepare risk reports for the periodic quarterly ARCC meetings.

Qualifications

Bachelor’s Degree in fields such as Law, Business Administration, Finance, Economics or equivalent.

Experience

5 years of compliance or regulatory experience, with demonstrated success in a compliance-related capacity.

Preferred

Post Graduate Degree in Science, Engineering, Law, Audit, or Business Administration.

10 years of industrial experience, of which 5 years in risk or compliance-related functions as a Senior Analyst or as an Internal Auditor.
