Job summary

Tanqeeb is seeking a Senior Quantity Surveyor – Utility Infrastructure in Dubai for a leading civil and utility contractor. The role focuses on post-contract commercial management across multiple projects, with involvement in utility networks, pumping stations and earthworks.

The candidate should have 10+ years post-contract QS experience, be based in the UAE, and hold a MOFA-attested degree with strong skills in CESMM 3/4 and FIDIC contracts.

Qualifications

• Minimum 10 years of post-contract quantity surveying experience.
• Must have worked with a Dubai-based civil/utility infrastructure contractor.
• Exposure to deep and shallow utilities, sewerage, DEWA and telecom networks.
• Strong knowledge of CESMM 3/4 and FIDIC Red & Yellow Books.
• Advanced MS Excel and commercial modelling skills.

Responsibilities

• Manage post-contract commercial activities across multiple infrastructure projects.
• Prepare valuations, IPCs, variation orders and final accounts.
• Handle commercial management of utility networks, pumping stations and earthworks.
• Manage commercial aspects of pumping stations, bulk grading and heavy earthworks.
• Prepare consolidated cost reports and cash-flow forecasts.
• Manage subcontractor accounts on a back-to-back basis.
• Administer contracts under CESMM 3/4, FIDIC Red & Yellow Books and Dubai conditions.
• Liaise with clients, consultants, subcontractors and authorities.
• Lead and mentor junior QS and commercial team members.
• Ensure effective cost control from mobilisation through handover.

The role will be responsible for post-contract commercial management across multiple concurrent infrastructure projects, with strong exposure to utility networks, pumping stations, earthworks and bulk grading.

Key Responsibilities:

• Manage post-contract commercial activities across multiple infrastructure projects.
• Prepare valuations, IPCs, variation orders and final accounts.
• Handle commercial management of deep and shallow utility networks, including sewerage, stormwater, DEWA and telecom works.
• Manage commercial aspects of pumping stations, bulk grading and heavy earthworks.
• Prepare consolidated cost reports and cash-flow forecasts.
• Manage subcontractor accounts on a back-to-back basis.
• Administer contracts under CESMM 3/4, FIDIC Red & Yellow Books and bespoke Dubai developer/authority conditions.
• Liaise with clients, consultants, subcontractors and relevant authorities.
• Lead and mentor junior Quantity Surveyors and commercial team members.
• Ensure effective cost control from project mobilisation through final handover.

Desired Candidate Profile

• Bachelor's Degree in Civil Engineering or Quantity Surveying.
• Minimum 10 years of post-contract Quantity Surveying experience.
• Must have worked with a Dubai-based civil/utility infrastructure contractor.
• Strong experience handling multiple concurrent infrastructure projects.
• Mandatory exposure to:
  • Deep & shallow utilities
  • Sewerage & stormwater networks
  • DEWA & telecom networks
  • Pumping stations
  • Bulk grading & heavy earthworks
• Strong knowledge of CESMM 3/4.
• Hands-on experience with FIDIC Red & Yellow Books.
• Advanced MS Excel and commercial modelling skills.
• Strong subcontractor account management and contractual administration experience.
• MOFA-attested degree is mandatory.
• Candidates from building construction or fit-out backgrounds only will not be considered.
• Candidates must be currently residing in the UAE and have familiarity with RTA, Dubai Municipality and DEWA NOC/authority processes.
