1. JOB PURPOSE
Responsible for the day-to-day commercial management, contract administration and financial management of the project(s) from inception to completion, ensuring the cost of the projects are managed efficiently and effectively within the allocated budget.
2. KEY RESULTS ACCOUNTABILITIES
- Prepare the Tender Evaluation report for the submitted Tenders and recommend the suitable Tenderer to award the project.
- Advice and support the Consultants on their submissions of Preliminary/Final design Tender documents in particular BOQ and Conditions of Contract.
- Review and advise on the value of variation rates and claims recommended by the Consultants.
- Cost controlling of the projects to complete the work within the budget by coordinating with consultants and other department of RTA.
- Resolve all Contractual and Commercial issues related to projects in accordance with other departments.
- Inspect and approve the Statement at completion and Final Statement prepared by the Consultant.
- Review and approve Payment Certificates prepared by the consultant.
- Prepare Tender and Contract documents for in-house projects.
- Assist in preparing and implementing the annual budget, evaluate and recommend specific adjustments during the implementation to project needs.
- Prepare Terms of References (TOR) for Tendering of Consultancy Services
- Prepare Interim Payment Certificates, Statement at completion and Final Statement for in-house projects.
- Fulfill all reporting requirements and maintain records concerning the data related to Quantity Surveying
- Recommend the proposed Consultant QS for the projects.
- Perform other related responsibilities associated with the position as appropriate.
- Ensure all the environmental aspects in the area of responsibility are identified and actions are taken to ensure compliance with the RTA QSEH standards, rules and procedures.
