Purpose

We are seeking a Senior Quantity Surveyor with a minimum of 7 years of consultancy experience in building or civil engineering construction. The primary focus of this role is cost management, contract administration, and ensuring value for money while maintaining project quality and compliance.

Experience working with a Consultant, Employer, or as an Employer's Representative is essential. The selected candidate will be responsible for managing project costs, reviewing and assessing payment applications, variations, and claims, and providing cost estimates as required. Strong knowledge of change management procedures and contract administration is crucial, ensuring that payments and final accounts are accurately prepared and settled.

Principal Duties And Responsibilities

  1. Manage post-contract financial matters, ensuring compliance with contractual obligations and industry standards.
  2. Review and coordinate the contractor's payment applications with the Engineer until certification and final approval by the Client.
  3. Manage monthly accruals and cost reporting to the Client.
  4. Administer consultancy contracts and service agreements, ensuring entitlement compliance and processing payments to the Employer.
  5. Track project costs, monitor cash flow, and ensure expenditures align with the approved budget.
  6. Engage with the Engineer and Employer on all change management and change control processes, securing Employer approvals.
  7. Provide cost estimates when required by the Client.
  8. Review and administer variation orders and change requests submitted by the Contractor, providing final recommendations to the Client.
  9. Assess Extension of Time (EOT) claims, ensuring thorough evaluation and providing final recommendations to the Client.
  10. Identify contractual and financial risks, propose mitigation strategies, and ensure adherence to contract terms.
  11. Finalize the Final Account settlement and ensure proper documentation for project handover.
  12. Advise on value engineering strategies post-contract.
  13. Collaborate with project managers, engineers, and procurement teams to ensure cost-effective project execution.
  14. Demonstrate strong awareness of contract terms, Letters of Award (LOA), and Letters of Intent (LOI) with a solid contractual background.
  15. Experience in drafting contract terms and conditions and advising on amendments upon Employer's request.
  16. Familiarity with tendering processes, tender evaluation, and final tender settlements.

Minimum Qualification

  1. Bachelor's Degree in Quantity Surveying, Civil Engineering, or a related field.
  2. 7-12 years of Quantity Surveying (Post-Contract) experience in a Consultant or Client-side role.
  3. Professional accreditation such as MRICS or AIQS is preferred.
  4. Strong knowledge of FIDIC contracts and construction methodologies.
  5. Expertise in Methods of Measurement (POMI, CESMM, NRMs, etc.).
  6. Proficiency in cost estimation, BOQ preparation, and financial reporting.
  7. Experience with contract management software (e.g., PlanSwift, CCS Candy, CostX, or similar).
  8. Excellent analytical, negotiation, and communication skills.
  9. High attention to detail and strong problem-solving abilities.
