Responsibilities:

  • Prepare accurate cost estimates, BOQs, and budget forecasts specific to shopping mall developments, including core & shell, fit-out, and MEP works.
  • Conduct cost planning and value engineering to optimize project budgets while maintaining design intent and commercial performance.
  • Manage the tendering process, including preparation of tender documents, analysis of bids, and contractor negotiations.
  • Administer contracts (FIDIC and bespoke forms), including variations, claims assessment, and cost control during the construction phase.
  • Monitor project budgets, perform cost tracking, and issue monthly cost reports and cash flow forecasts.
  • Review and evaluate payment applications, interim valuations, and final accounts for contractors and subcontractors.
  • Collaborate closely with the design, project management, and procurement teams to ensure cost-efficiency across all trades and packages.
  • Identify and mitigate potential commercial risks, delays, or cost overruns.
  • Assess change orders, negotiate variations, and prepare supporting documentation for commercial negotiations.
  • Prepare project financial closeout reports and assist in post-contract cost reconciliation and benchmarking.

Requirements:

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
  • Minimum 10 years of experience, with at least 5 years in shopping mall or large-scale commercial projects.
  • Strong understanding of retail construction elements, including large open-span structures, façade systems, vertical transportation, tenant coordination, and MEP-intensive fit-outs.
  • Excellent knowledge of cost management software (e.g., Candy, CostX, Excel, MS Project) and standard measurement methods (e.g., POMI, CESMM).
  • Sound understanding of FIDIC and other standard forms of contract.
  • Experience with local authority regulations, procurement strategies, and market rates in the region (UAE/GCC preferred).
  • Strong negotiation, analytical, and communication skills.
  • MRICS/FRICS or equivalent chartered status is highly desirable.
  • PMP or relevant commercial management certification is an advantage.
