Senior Proposals Engineer / Associate Principal - Proposals, Transportation Design

JOB SUMMARY

The Jobholder supports the development of technical and commercial design proposals for the Transportation design sector. The Jobholder works closely with the Proposal Development team for the preparation of prequalification materials and internal documents to support the development of design proposals. The jobholder works closely with the proposals team throughout the entire proposal development life cycle, including developing proposal method statements, estimating project delivery costs, consolidating staff resumes and project references, and coordinating the preparation of tender requirements, such as bid bonds, performance bonds, etc. The jobholder is also expected to support the design proposal teams with local market intelligence and facilitation of local requirements and documentation, as needed.

KEY RESPONSIBILITIES AREAS AND ACTIVITIES OF THE ROLE

• Assemble, prepare, and submit prequalification materials for potential projects and clients in the Transportation sector
• Collect internal documentation to support the development of design proposals in the Transportation sector
• Support the Proposals team with the development of method statements, approach, and scope for design proposals in the Transportation sector
• Validate and verify the set man-hour rates and the calculation of direct project costs for design proposals
• Support the coordination with the Proposal and Transportation Heads in validating design projects direct costs, margins, and contingencies
• Support the preparation and arrangement for local tender requirements, such as bid bonds, performance bonds, etc., for design tenders in the Transportation sector
• Coordinate with the Contracts team to review the contract terms of the design proposals
• Collect and consolidate project staff resumes, project references, and qualifications for design proposals in the Transportation sector
• Support with the review, packaging, and submittal of design proposals in the Transportation sector
• Support with the handover process for design proposal documents to project teams for project launch
• Implement corporate policies and procedures

QUALIFICATIONS

Bachelor's Degree in Civil / Transportation Engineering

REQUIRED SKILLS

• Strong organization and time management
• Proficiency in Estimation and Scheduling
• Strong Technical writing, communication, and interpersonal skills
• Proficiency in spoken and written English. Arabic is an added advantage

EXPERIENCE TO EXECUTE THIS ROLE

• 10+ years of experience in the Transportation engineering and construction supervision field in a top-tier regional/multinational engineering consultancy firm with experience in proposal development, pricing, and cost estimation
• Experience within the Middle East, mainly within the UAE, is preferred
