Job Description:

Senior Project Manager

Abu Dhabi, UAE

Parsons is looking for an amazingly talented Senior Project Manager to join our team! In this role you will get to lead a large multidisciplinary team and external consultants/ contractors to deliver a hospitality refurbishment alongside the development and delivery of the client's masterplan, and installation the infrastructure in a heavy civil/marine environment in line with the relevant authorities in Abu Dhabi, UAE.

What You'll Be Doing:
  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program, project, or subtask.
  • Managing a large multidisciplinary project management consultancy team
  • Act as the Company representative with the client and select suppliers during the program execution. Negotiate changes to the scope of work with the client. Assists business development in understanding client issues and business plans to market and secure new/additional work.
  • Establishes the program requirements for all areas of the program and monitors the draft and final deliverables for adherence to these criteria.
  • Promotes technical and commercial excellence on the program, including furtherance of the Quality Improvement Process.
  • Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Works with a project team to develop budgets, schedules and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans. Works with other Project Managers and Senior Resident Engineers to also effectively meet the program goals.
  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
  • Works with individual project managers and resident engineers to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and Company management of any such changes.
  • May participate in negotiations with regulatory agencies and in public meetings in support of clients.
  • Oversees establishment of Project Management Plan, Project Execution Plans, Program /Schedule, Procurement Plan (Tender Event Schedule), Health and Safety Plan, Quality Assurance/Quality Control Plan, Risk Management Plan, and other trackers/documents as necessary.
  • Must maintain the ability to integrate competing and/or conflicting elements into the planning and execution processes to allow project processes to flow smoothly.
  • Works directly with the client to add value to their overall program strategy, provide direction/advice as needed, and works to continuously improve client relationships throughout the program life cycle.
  • Lead Meetings, and provide strategic advice to the client in various areas of specialization (including but not limited to Vision Validation, Masterplan development and delivery, Managing Lead Design Consultants, Engineering, Procurement, Construction, Stakeholder Management, Authority Approvals and Project Handover for a major real estate development that requires both horizontal and vertical engineering/construction experience
  • Coordinate and manage deliverables between teams, both internal and external, to achieve the program milestones
  • Manage the Project Controls team to prepare, update, and issue accurate monthly reports, as well as maintain the client's baseline program and propose necessary changes to the client for approval.
  • Provide Strategic advice and inputs to all areas of the program life cycle to add value to the Client's Vision.
  • Ensures the project meets or exceeds goals established on all strategic plans
  • Providing annual performance reviews / career development advice for all direct staff
  • Internally update project financials and report monthly earnings to senior management


What Required Skills You'll Bring:
  • Minimum 15+ years of experience, 1-5 years of experience in Abu Dhabi highly preferred.
  • Hospitality, Infrastructure, Masterplan, and/or Civil/Marine Experience - client preference to give priority to a candidate that possesses a holistic background of all these project typologies listed.
  • Due to client interfaces, client prioritizes candidates with experience in international consultancy in specific markets in the USA, UK, Europe, Australia, New Zealand, and UAE.
  • Software Skills Proficiency - MS Office 365 Intermediate to Expert level, Adobe Acrobat Pro or Bluebeam PDF editors, MS PowerBI, Visio, Teams etc.
  • High proficiency in Leadership and Teambuilding
  • Communication Expertise - English Language Mastery
  • Superior Analytical Skills as a result of large volume of financial, statistical, metric and other forms of data on the program requiring quick analysis and decision making and/or advise to the client
  • High proficiency in client relationship building
  • Advanced Negotiating Expertise/skills - for both internal and external contract administration
  • Conflict Resolution skills - this program is highly dynamic with a tight schedule; superior skills in conflict resolution is required as the aggressive program creates natural conflicts when delays occur.
  • Stakeholder Management skills - this is a must as scope gaps occur which require a unique approach to satisfy the deliverables while maintaining cost and schedule.
  • Planning and resource management skills - candidate must possess a high proficiency in managing resources to deliver effectively on the agreement and to the client.
  • Mastery of Program / Project tools and Techniques - milestone planning, process mapping, planning and facilitating meetings, change management, statistical quality control, root cause analysis, scenario analysis, cost benefit analysis, brainstorming, scheduling tools, and lessons learned are all skills required to successfully deliver this program

  • Software skills using: Aconex, MS Office, Oracle Primavera Project Planner (Mainly for reviews with a specialist planner), MS PowerBI, AutoCAD, Adobe, Bluebeam Revu, Revit, Sketch-Up, BIM.
