Halian requires an experienced Programme Manager to lead data and enterprise technology transformation programmes in Dubai. You will manage cross-functional teams across Finance, Audit, Marketing, Risk and Technology, delivering complex, regulated initiatives within a 12-month contract.

Qualifications

10+ years of programme and project management experience within large enterprise environments.
Proven experience delivering complex technology and data transformation programmes.
Experience spanning Finance, Audit, Marketing, Operations and Technology.
Experience in highly regulated industries, preferably financial services or banking.
Strong governance, budgeting, vendor management and risk management knowledge.
Experience managing senior executive stakeholders and steering committees.

Responsibilities

Lead end-to-end delivery of large-scale technology and data transformation programmes.
Develop and maintain roadmaps, milestones, budgets, risks and resource plans.
Ensure timely delivery with governance and compliance standards.
Establish governance frameworks, steering committees and reporting structures.
Drive initiatives across enterprise data platforms, analytics and data governance.
Partner with technology leadership to deliver cross-functional transformations.
Support modern data architectures, cloud technologies, automation and digital initiatives.
Align technology investments with enterprise standards.
Interface between senior business stakeholders and technology teams.
Collaborate with Audit, Finance, Marketing, Risk, Operations, and Technology.
Present updates, risks, achievements and recommendations to executives.
Manage expectations and ensure effective programme communication.
Identify risks and dependencies; implement mitigation strategies.
Ensure governance and regulatory framework compliance.
Monitor controls, audit requirements and project standards.
Drive change control and decision-making processes.
Manage budgets, forecasts, vendor engagement and resource allocation.
Ensure optimal utilisation of internal teams and third parties.
Track benefits, KPIs and ROI.
Develop and execute change management and stakeholder engagement.
Drive user adoption and promote continuous improvement.
