Job summary

BEYOND in Dubai is seeking a Procurement Manager to lead end-to-end sourcing for our development projects, ensuring timely, cost-efficient procurement that meets quality standards.

You will collaborate with the Commercial Director and development teams to shape procurement strategies, issue comprehensive RFPs, conduct bid analyses, finalize LOAs and contracts, manage payment milestones, and maintain a comprehensive vendor database and procurement log.

Qualifications

• 5–6 years hands-on procurement experience with contractors or developers.
• Experience developing procurement strategies and evaluating bids.
• Ability to manage vendor databases and ensure timely bid delivery.

Responsibilities

• Collaborate with Directors and teams to align project timelines and budgets.
• Develop procurement strategy per package, identify long-lead items and critical path.
• Prepare and issue detailed RFPs with scope, conditions, tech requirements, BOQs.
• Ensure RFPs are clear and compliant with policies and specs.
• Maintain a database of prequalified vendors and source new suppliers.
• Conduct bid evaluations including commercial analysis and cost comparisons.
• Review resource plans, timelines, and payment terms.
• Create Price–Technical Comparisons integrating feedback.
• Validate scope completeness with technical team and identify exclusions.
• Recommend bid outcomes and preferred bidders to stakeholders.
• Coordinate with legal, finance, design on terms and milestones.
• Draft LOAs and final contract docs; maintain procurement log.

The Procurement Manager is critical in supporting ongoing and upcoming procurement packages across BEYOND’s commercial development portfolio. This role plays a key role in managing the end-to-end procurement process, ensuring timely and cost-effective sourcing while maintaining alignment with project requirements and quality standards.

Responsibilities

• Collaborate with the Commercial Director, Procurement Manager and Development Team to understand project timelines, scope, and budget requirements.
• Assist in developing the procurement strategy for each package, including identifying long-lead items, critical path packages, and early procurement requirements.
• Prepare and issue detailed Request for Proposals (RFPs) including scope of work, commercial conditions, technical requirements, BOQs, drawings, and other necessary documents.
• Ensure RFPs are comprehensive, clear, and aligned with internal procurement policies and project specifications.
• Maintain a database of prequalified vendors and identify new suppliers/contractors as needed for specific packages.
• Perform comprehensive bid evaluations, including Commercial analysis and cost comparison sheets
• revision of resource plans, timelines, and payment terms
• Develop detailed Price Technical Comparisons (PTCs) integrating commercial and technical feedback from relevant departments.
• Work with the technical team to validate scope completeness and identify any exclusions, deviations, or value engineering opportunities.
• Provide recommendations to the Development and Commercial teams on bid outcomes and preferred bidders.
• Maintain close follow-up with contractors, consultants, and suppliers to ensure timely delivery of bids, clarifications, and post-award documents.
• Liaise with internal departments (Legal, Finance, Design, and Project Management) to align on contract terms, payment milestones, and deliverables.
• Support the drafting and issuance of Letter of Awards (LOAs) and final contract documentation.
• Maintain a comprehensive procurement log for all ongoing and upcoming packages, tracking timelines, bidder status, and risks.
• Ensure all procurement files are complete, accurate, and organized for internal audits and project records.
• Build and maintain strong relationships with key vendors, suppliers, and contractors.

Qualifications

Bachelor’s degree in Engineering, preferably in Civil, Mechanical, Architectural, or Construction Management.

Experience

5 to 6 years of hands-on experience in procurement with contractor or real estate developer
