About this role:
- Develop and implement procurement strategies aligned with organizational goals and project requirements.
- Lead procurement planning activities in coordination with project managers and other stakeholders to identify procurement needs in advance.
- Manage the procurement lifecycle including sourcing, tendering, bid evaluation, contract negotiation, award, and administration.
- Evaluate and select vendors based on quality, cost, reliability, and service; establish preferred supplier arrangements.
- Establish, maintain, and optimize supplier relationships to ensure best value, service levels, and supply reliability.
- Monitor vendor performance and develop performance improvement plans where necessary.
- Ensure compliance with company policies, procedures, legal requirements, and ethical standards.
- Lead the development and implementation of procurement policies, standard operating procedures, and guidelines.
- Analyze procurement data and produce reports for management review; track cost savings and value creation initiatives.
- Collaborate with Finance and Project Controls teams for effective budget management and cost control.
- Ensure materials and services are delivered in accordance with contractual timelines and specifications.
- Resolve procurement-related issues and disputes in a timely and effective manner.
- Drive continuous improvement in procurement processes and systems.
- Mentor and guide junior procurement staff and support their professional development.
- Able to negotiate contractual operational and commercial terms with vendors

Information Security responsibilities:
- Comply with Basatin Information Security Policies
- Be aware of and fulfil their information security responsibilities
- Ensure whoever handles sensitive company information have taken the Security Awareness Training
- Know how to report a security incident (to IT ServiceDesk or InfoSec).
- Not Disable his/her OS firewall and/or Antivirus
- Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords
Accept accountability of his/her individual user accounts, and maintain confidentiality
Qualifications:
- Bachelor’s degree in Supply Chain Management, Procurement, Engineering, or a related field
- CIPS/CSCP/CPPM or equivalent procurement/supply chain certification (preferred).
- Master’s degree in Business Administration or related field (advantageous).
- Minimum 8-10 years of experience in procurement within the construction and landscaping industry, with a strong understanding of materials, subcontracting, and logistics specific to this sector.
- Minimum 5 years in a senior procurement or procurement management role, with proven leadership and strategic planning abilities in the UAE
- Outstanding analytical, problem-solving, and organizational abilities.
- Strong negotiation and contract management skills.
- Excellent communication, interpersonal, and stakeholder management capabilities.
- Proficient in procurement software and ERP systems (e.g., Oracle, SAP).
- Ability to work under pressure and manage multiple priorities.
- Strategic thinker with a results-driven approach.
