Job Description

Roles & Responsibilities

  1. Managing end-to-end sourcing of integrated electrical / instrumentation systems including transformer, switch gear, CMS system, bus duct, motors, etc.
  2. Handling expedited sourcing and logistics coordination during emergency procurement situations or project fast-tracking.
  3. For assigned packages, sourcing and proposing Bidders from the registered Company-approved vendor list based on the approved Procurement strategy within the Project.
  4. Ensuring all Supplier Pre-Assessment procedures are followed to improve company / project performance in Supplier selection.
  5. Coordinating with relevant in-house departments to include all requirements in bidding documents, including flow-down provisions, and preparing/issuing RFQs to suppliers on the Bidders list.
  6. Challenging requirements based on suppliers’ market conditions and project needs.
  7. Maintaining the Project Procurement Plan and keeping it up to date.
  8. Collaborating closely with technical teams and leading all technical, commercial, and contractual clarifications with suppliers.
  9. Performing commercial and contractual analysis, evaluating bids' schedules, and integrating technical evaluations from Engineering, Project Control, E/M, QA, QC, & HSE.
  10. Highlighting discrepancies in procurement processes, identifying risks, and proposing mitigation actions to Procurement Management.
  11. Finalizing the Comparison Statement (CS) in APICS, making recommendations for technically acceptable solutions, and obtaining necessary approvals.
  12. Preparing and securing signatures on Purchase Orders or Contracts following the authorization matrix.
  13. Participating in kick-off meetings with suppliers to clarify PO terms and obligations.
  14. Reviewing all commercial and contractual correspondence and taking necessary actions.
  15. Coordinating with Expediting, Quality Control, and Logistics teams post-award to ensure timely delivery.
  16. Checking supplier invoices, final accounts, and obtaining close-out certificates from suppliers.
  17. Ensuring supplier performance evaluations are conducted as per company guidelines.

Qualifications

  • Bachelor's degree in Electrical or Instrumentation Engineering.
  • Minimum 12+ years of relevant procurement experience in Oil & Gas, Construction, or Energy sector projects.
  • Proven expertise in handling procurement for multidisciplinary packages, including major electrical and instrumentation systems.
  • Strong command of procurement software (ERP / APICS), documentation, and vendor management.
  • Ability to handle multiple tasks with minimal supervision and under tight deadlines.
  • Exceptional communication, analytical, and multitasking skills.
  • Ability to work independently under tight timelines.
  • Fluency in English (spoken and written).
