Job summary

Raqmiyat, a UAE-based IT and digital transformation company, is seeking a senior procurement professional in Abu Dhabi to lead end-to-end procurement, tendering, and contract management. You will develop and enforce policies, review requests, and coordinate with internal teams.

The role requires 8–12 years of relevant experience, strong negotiation and stakeholder-management skills, and familiarity with ERP systems. UAE government procurement experience is a plus.

Qualifications

• Bachelor’s degree in procurement, supply chain management, business administration, finance, or a related field.
• 8–12 years of relevant experience in procurement, contracts, tender management, or supply chain operations, preferably in government or large corporate environments.
• Strong knowledge of procurement policies, tendering procedures, contract management, supplier management, and commercial negotiations.
• Experience managing end-to-end government procurement and tendering processes is highly preferred.
• Strong understanding of contracts, bank guarantees, performance bonds, and supplier/service-provider agreements.
• Strong analytical, negotiation, communication, and stakeholder-management skills.
• Experience working with ERP/procurement systems and contract management platforms.
• MS Office, particularly Excel and PowerPoint.
• UAE Government / Federal Government procurement experience would be an advantage if this is specifically required for the role.

Responsibilities

• Develop, implement, and monitor procurement policies, procedures, guidelines, and controls.
• Receive and review procurement requests and ensure timely execution.
• Manage the end-to-end procurement and tendering process, from initiation to contract signing.
• Prepare, review, and maintain procurement and contractual documentation.
• Prepare contracts, coordinate execution, monitor obligations, and renewals.
• Establish and maintain a contracts archive and ensure the database is accurate.
• Manage supplier relationships and coordinate with internal departments.
• Monitor supplier and contract performance and ensure timely delivery.
• Support department plans and ensure procurement activities align with objectives.
• Monitor KPIs and submit procurement reports to the Department Director.
• Assist in budget preparation and monitoring with Finance.
• Identify opportunities to optimize procurement costs and efficiency.
• Ensure compliance with policies, authorities, and laws.
• Lead learning and development initiatives for the team.
• Provide strategic and operational support to the Director and prepare reports.
• Perform other duties as assigned.
