We have established our MENA operations, headquartered in Abu Dhabi in the United Arab Emirates, with a growing presence in Dubai. This expansion supports our strategy to serve government and private sector clients in capital projects across construction, infrastructure, energy, and commercial developments.

We are currently seeking an experienced SeniorPMOLead /PMODirector to join our team in Dubai, providing strategic leadership for our client's Project Management Office and serving as a key member of our high-performing, diverse, and innovative consulting team in the UAE.

The Opportunity:

The SeniorPMOLead /PMODirector will provide strategic leadership for thePMOfunction, serving as the central point of coordination between governance frameworks and operational implementation. This role oversees allPMOfunctions, driving continuous improvement across all program activities through cross-functional collaboration. As part of a multibillion-dollar program, you will play a critical role in ensuring project governance, reporting, and risk management processes are effectively implemented to support strategic objectives.

This is a full-time position based in Dubai, UAE. Candidates must have full professional fluency in English, with Arabic language fluency considered an asset.

Responsibilities:

  • Provide strategic leadership and oversight for allPMOfunctions, ensuring alignment with project objectives and governance requirements.

  • CoordinatePMOresources and activities across multiple workstreams and project teams.

  • Develop and implement robust reporting frameworks that provide clear visibility on project status, risks, and performance metrics.

  • Provide strategic guidance for risk management processes, ensuring proactive identification and mitigation of project risks.

  • Interface with key stakeholders on operational matters, serving as a trusted advisor and facilitator.

  • Support executive meetings with comprehensive project insights and recommendations for strategic decision-making.

  • OverseePMOteam performance, providing mentorship, guidance, and ensuring high-quality deliverables.

  • Establish and maintainPMOstandards, methodologies, and best practices for project execution.

  • Drive continuous improvement initiatives across program activities through cross-functional collaboration.

  • Develop and implement governance frameworks that ensure project accountability and transparency.

  • Facilitate effective communication between project teams, management, and external stakeholders.

  • Manage project dependencies and interfaces to ensure seamless integration across workstreams.

  • Identify and implement process improvements to enhancePMOeffectiveness and efficiency.

  • Ensure compliance with contractual obligations and project requirements across allPMOactivities.

Internal Responsibilities:

  • Organize and execute assigned business projects within Dokainish & Company

  • Mentor and coach junior team members to develop consulting skills and project delivery expertise

  • Contribute to business development efforts, including proposal writing and client presentations

  • Participate in internal knowledge sharing initiatives and methodology development

  • Analyze and interpret data to identify project weaknesses and comprehend root causes

  • Formulate recommendations with attention to client capabilities and limitations

  • Prepare concise reports and presentations for internal leadership and clients

  • Contribute to the growth and development of Dokainish & Company's MENA operations

  • Participate in company initiatives and continuous improvement activities

Qualifications:

  • 10-15+ years of experience in project management with at least 5 years in aPMOleadership role.

  • Bachelor's degree in Engineering, Business Administration, Project Management, or a related field. Master's degree is preferred.

  • PMP certification or equivalent project management qualification.

  • Proven experience leadingPMOfunctions within large-scale capital projects, preferably in construction, infrastructure, or energy sectors.

  • Strong understanding of governance frameworks, reporting mechanisms, and risk management processes.

  • Experience working within large-scale, multibillion-dollar programs and managing stakeholder relationships at executive levels.

  • Demonstrated ability to build and lead high-performing teams in a complex, matrix organization.

  • Advanced knowledge of project management methodologies, tools, and best practices.

  • Exceptional leadership, communication, and interpersonal skills.

  • Strong analytical and problem-solving abilities with a strategic mindset.

  • Experience working in the MENA region is highly desirable.

  • Proficiency in project management software and Microsoft Office suite.

  • Ability to work effectively in a fast-paced, dynamic environment with changing priorities.

  • Excellent organizational and time management skills.

  • Flexibility to travel as required to client sites across the UAE and wider MENA region.

  • Full professional fluency in English, with fluent Arabic language skills considered an asset.

  • This role is based in Dubai, UAE; candidates must be able to commute or willing to relocate.
