Job summary

Hill International in the UAE seeks a Construction Permits & NOCs Expert to lead authority approvals for major infrastructure projects. You will secure permits and NOCs from UAE government entities and utilities, coordinating with EPC/PMC teams and consultants to align with project schedules.

Ideal candidate has 10–15 years of UAE permitting experience, deep knowledge of local processes, strong relationships with authorities, and excellent communications and problem-solving skills.

Qualifications

• Bachelor's degree in civil engineering, architecture or related field.
• 10–15 years of permitting/NOC/authority coordination experience in UAE.
• Deep knowledge of local authority requirements permitting workflows and NOC processes.
• Strong network with UAE authorities and utility agencies.
• Arabic proficiency is an advantage.

Responsibilities

• Lead the complete permitting and NOC process for construction works, securing timely approvals from UAE authorities.
• Coordinate with design consultants EPC teams and contractors to prepare, validate and submit technically complete permit applications.
• Maintain an up-to-date centralized tracker for all permits and NOC submissions, statuses and renewal timelines.
• Liaise with authorities, utility providers and municipalities to resolve issues and facilitate approvals.
• Provide strategic guidance on permitting risks, regulatory timelines and mitigation measures.
• Ensure all documentation complies with authority standards and is submitted in the required format and platform.
• Track changes in regulations and permitting procedures and communicate to stakeholders.
• Participate in coordination meetings to support cross-utility interfaces and resolve inter-agency conflicts.
• Support project execution by securing construction permits, road opening permits and completion/NOC close-out approvals.
