Your impact

The Operations Management and Facility Services (OMFS) group performs Operations and Maintenance (O&M), facilities management, and asset-management services for government and private clients across the People and Places (PPS) Line of Business. The APACME OMFS group supports the wider Jacobs APACME business.

As demand for high-quality OMFS services grows in the Middle East, we are expanding our team of specialists. We seek a Senior Operations and Maintenance Specialist to support infrastructure and utility clients across the region, based in KSA, Abu Dhabi, or Dubai (hybrid options available). You will develop and implement O&M strategies, collaborate with global teams, and support project delivery.

This role involves:

1. Developing and implementing O&M frameworks, strategies, and procedures
2. Conducting asset condition assessments and operational readiness support
3. Advising on performance-based contracts, digital transformation, and business improvement
4. Supporting training, digital tools, and proposal documentation
5. Providing leadership and mentorship within a multidisciplinary environment

You will serve clients in water, wastewater, power, transportation, and municipal sectors, aiming to optimize performance and asset life while ensuring compliance.

Here's what you'll need

Successful candidates will have at least 10 years of experience in operations and maintenance, especially in water utility systems and infrastructure, with a blend of technical, strategic, and client-facing skills.

Key qualifications include:

• Experience in O&M strategy, planning, scheduling, and contracts
• Regional experience with Middle East clients and regulations
• Knowledge of water/wastewater technologies and commissioning
• Familiarity with RCM, RCA, FMECA
• Experience with DBO and EPCM project models
• Proficiency with CMMS/EAM, benchmarking, and digital tools
• Skills in data analysis, asset forecasting, and business processes
• Ability to develop training and operational readiness programs

Additional expectations:

• Engage with clients to identify needs
• Prepare technical reports, cost estimates, staffing plans
• Support proposals and business development
• Mentor team members and share best practices
• Travel as required

Desirable attributes:

• Experience with PPP or large DBO projects
• International exposure combining consultancy and industry experience
• End-to-end project lifecycle involvement

This is primarily an office-based role (KSA, Abu Dhabi, Dubai), with hybrid options. Travel and short-term overseas assignments may be required.
