McDermott is seeking a Senior Manager Project Engineering in Dubai to lead multi-disciplinary teams and shape departmental plans that align with business priorities. You will steer technical execution, manage budgets, resources, and schedules, and ensure compliance with McDermott policies while driving safety as a core value.

The role requires extensive offshore oil & gas EPC experience, strong leadership, and a track record of delivering complex projects in the Middle East.

Qualifications

• 20+ years of proven experience in project engineering management.
• Offshore oil & gas EPC Detailed Engineering experience (fixed platforms and pipelines).
• Extensive Middle East project experience required, ADNOC experience preferred.
• Experience of multiple office engineering execution.
• Excellent interpersonal, communication, and influencing skills.
• Discipline engineer background.
• Bachelor’s degree minimum; Masters/Chartered preferred.

Job Overview

The Senior Manager Project Engineering is tasked with the development of departmental plans, including business, production, and/or organizational priorities. The role requires multi-disciplinary expertise and the ability to understand the industry to achieve financial and operational objectives. The Senior Manager Project Engineering manages multiple related teams, sets their organizational priorities, and allocates the appropriate resources. They must be able to identify and resolve a range of complex technical, operational, and organizational problems. The role directly impacts business results by supporting and function-specific projects, products, services, and/or technologies, and developing policies and plans.

Key Tasks and Responsibilities

• Manage the engineering scope of a project
• Establish and implement project procedures to ensure deliverables meet quality and technical content requirements through contract documents
• Manage the technical execution to support the business considerations established for the project
• Responsible for the administration and technical management of the department
• Assign staffing for the Project Engineering positions on projects and proposals
• Instill and promote "Safety as a Value" culture
• Administrative and technical management of the Project Engineering Department:
  • Establish a budget and salary plan for the department
  • Identify and recruit staff for Project Engineering positions
  • Maintain staffing levels appropriate to the projected workload
  • Provide leadership and training for the professional development of staff
  • Identify and correct performance gaps
  • Maintain Company processes and procedures related to Project Execution
• Allocate resources to provide quality, on time and cost-effective deliverables for projects and proposals
• Responsible for the integrity of the work produced
• Responsible for cost, schedule, quantity, and budget control
• Ensure work is being coordinated with the other departments, offices, fabrication, and construction to meet project requirements
• Ensure proactive and effective management of changeMonitor project performance and provide input and support as required
• Participate in monthly Project Reviews
• Execute Project Engineering Assessment (PEA) for Project Engineering
• Support proposal development
• Support the Lessons Learned process and continuous improvement initiatives of the company
• Own and lead the implementation, enforcement, and verification of compliance with all McDermott policies and procedures
• Ensure employees understand their responsibility and authority to effectively implement the requirements of all McDermott policies and procedures
• Ensure the timely completion of all mandatory training by themselves and their teams

Reports to: Project: N/A Functional: Director of Engineering Liaise with: Project Engineer, PEM, PM, Discipline Lead Engineers, Eng Dept Managers, Construction/Fabrication team, Project Controls, Finance, Proposals Supervises: Project Engineering Team, Manager of Project Engineering

Qualifications

Essential Qualifications and Education

• 20+ years of proven experience in project engineering management
• Management of offshore oil & gas projects at the EPC Detailed Engineering stage (fixed platforms and pipelines)
• Extensive Middle East project experience (required) with Adnoc project experience (preferred)
• Experience of multiple office engineering execution
• Excellent inter-personal, communication and influencing skills
• Discipline engineer background
• B.Eng / B.Sc Engineering degree (minimum), Masters Degree / Chartered Engineer (preferred)
