Senior Manager - General Services in Abu Dhabi Emirate, United Arab Emirates is an Oil and Energy hiring opportunity focused on leading general services, procurement coordination, employee relations support, IT services oversight, transportation, security, facilities, maintenance, catering, landscaping, and administrative service delivery for ATA. This role provides leadership across support functions to ensure high-quality services, operational continuity, compliance, stakeholder communication, and sustainable infrastructure support aligned with ATA and ADNOC standards.

Key Responsibilities
  • Lead and oversee general services, procurement, human resources support, information technology services, facilities, transportation, and administrative operations across ATA.
  • Ensure support services are delivered in line with ATA strategy, ADNOC standards, operational plans, HSE requirements, and approved governance frameworks.
  • Guide the implementation of effective internal and external communication programs that support a professional image for ATA.
  • Manage implementation of employee relations policies, procedures, systems, operating standards, and work methods in accordance with ADNOC regulations and practices.
  • Provide ATA staff with required assistance and support related to employee relations services and ADNOC requirements.
  • Monitor disciplinary actions, including termination-related processes, to ensure compliance with ADNOC Human Resources policies and procedures.
  • Participate in interviews conducted at ATA or ADNOC for ATA job applicants.
  • Lead audits and inspections of ATA facilities, infrastructure, maintenance needs, and service priorities.
  • Review and approve maintenance schedules and preventive maintenance programs to support safe and reliable facility operations.
  • Oversee landscaping projects and ensure installation and landscaping works comply with HSE requirements and ADNOC standards.
  • Manage cleaning services and ensure quality delivery in line with required hygiene, safety, and service standards.
  • Ensure effective security procedures, contingency plans, emergency preparedness strategies, and best practices are prepared and implemented.
  • Ensure compliance with UAE laws and best practices required to protect ATA property and safeguard students, staff, visitors, and service providers.
  • Manage ATA transportation services in line with HSE standards, UAE traffic rules, approved routes, pickup timings, and drop‑off schedules.
  • Lead procurement planning and implementation in conformity with ADNOC procedures and policies.
  • Ensure timely procurement and delivery of materials and services required for ATA operations.
  • Review and endorse purchase requisitions, scope of services, scope of works, goods receipt notes, work orders, and service orders.
  • Monitor and endorse disposal of ATA surplus materials and write‑off items in accordance with company procedures.
  • Participate in negotiations with vendors, contractors, consultants, and agencies related to ATA agreements and service requirements.
  • Oversee ATA IT policies, procedures, and operations to support modern infrastructure, hardware, software, academic services, and smart management of student affairs.
  • Ensure IT services support ATA's training mission, digital administration, and efficient service delivery.
  • Develop realistic long‑term and short‑term operational plans for the department in line with unit objectives.
  • Convert approved operational plans into performance objectives that support established service levels.
  • Develop and manage the department annual budget, ensuring adequate funding is available for department activities.
  • Monitor expenditure against approved budgets and investigate significant variances to support cost control.
  • Develop and implement department policies, processes, systems, standards, procedures, and internal controls in line with company and international standards.
  • Contribute to directorate KPIs and cascade performance objectives across the department.
  • Manage the implementation of the company performance management system for department employees.
  • Develop staff knowledge, competencies, innovation, Personal Development Plans, succession planning, and talent pipelines.
  • Support UAE National development and Emiratization targets in coordination with relevant Human Capital units.
  • Review and recommend department organization structures that best utilize human capital and support business objectives.
  • Support corporate integrated risk management by identifying, assessing, and mitigating department‑level risks.
  • Communicate company business ethics and Code of Conduct to employees and ensure compliance with corporate policies.
  • Promote innovation, employee motivation, change management, and continuous improvement across department services.
  • Recommend process improvements against best practices to improve efficiency and resolve operational challenges.
  • Support HSE culture and ensure compliance with HSE policies, procedures, systems, controls, legislation, sustainability guidelines, and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all department employees.
  • Ensure department MIS reports and progress reports are prepared accurately and submitted on time for management review.
Ideal Profile
  • Bachelor's Degree in Business Administration, Arts, or an equivalent discipline.
  • Knowledge of basic accounting principles is preferred.
  • Minimum 15 years of professional experience in general services, administration, public relations, facilities support, or shared services.
  • At least 6 years of experience in a managerial position.
  • Experience in an Oil and Energy setting, academy environment, large industrial organization, or reputable corporate organization is preferred.
  • Strong understanding of general services operations, procurement support, employee relations coordination, IT service oversight, facilities management, and administration.
  • Proven ability to manage transportation, security, cleaning, landscaping, maintenance, warehousing, catering, procurement, and support services.
  • Good knowledge of UAE laws, HSE standards, emergency preparedness, traffic rules, service provider management, and operational compliance.
  • Experience reviewing purchase requisitions, service scopes, work orders, goods receipt notes, contractor agreements, and surplus material disposal.
  • Ability to oversee IT infrastructure, hardware, software, academic systems, and student affairs support services at an operational leadership level.
  • Strong budget management, operational planning, cost control, performance monitoring, and MIS reporting capability.
  • Good knowledge of policies, procedures, internal controls, risk management, sustainability practices, and corporate governance.
  • Strong leadership skills with the ability to develop teams, manage department structures, support Emiratization, and improve service performance.
  • Very good English and Arabic communication skills.
  • Able to coordinate with senior leadership, ADNOC HQ, government entities, internal departments, service providers, and external stakeholders.
